On the 20th of April, the Tokmak District Administration was transferred to Pishpek, where it commenced its activities.

REPORT OF THE MILITARY GOVERNOR OF SEMIRECHENSKAYA REGION TO THE TURKESTAN GENERAL-GOVERNOR REQUESTING ALLOCATION OF FUNDS FOR THE RELOCATION OF DISTRICT INSTITUTIONS FROM TOKMAK TO PISHPEK

Verny, May 12, 1878.

By the submission dated December 3 of last year, No. 9887, I have the honor to request Your Excellency for the relocation of district institutions from Tokmak to Pishpek and the allocation of funds for the following needs: for our accommodation for the district chief 300 rubles and for the district administration 300 rubles, for the adaptation of the state building in Pishpek, occupied by the post station, for the accommodation of detainees, 200 rubles, and for the relocation of employees and the transportation of documents and state property of the relocating institutions 400 rubles, totaling 1200 rubles.

Your Excellency's office informed me on December 30, under No. 9592, that Your Excellency, "agreeing to the relocation of the administrative center of Tokmak district to Pishpek, ordered that the necessary expenses be covered from the provincial budget of the current year."

Due to the relocation of district institutions from Tokmak to Pishpek, some employees wished to build their houses in Pishpek, and since this time is most convenient for preparing construction materials, the district chief proposed to start the relocation of institutions on April 26 of this year, requesting permission to borrow the necessary funds for the relocation of institutions from Tokmak to Pishpek from available amounts, as well as for our accommodation in Pishpek, the owners of which are requesting advance payment for a year for the final construction of the apartments. Following this, the manager of the Turkestan Treasury Chamber telegraphed me requesting funds for the relocation of employees and the transportation of documents and state property from Tokmak to Pishpek.

Recognizing the necessity to expedite the transfer of district institutions to provide them with the opportunity to fully and timely settle in Pishpek, I request that the district chief be allowed to borrow the necessary amount from the funds at his disposal.

In reporting this to Your Excellency, I have the honor to request instructions for the allocation of the requested credit in the amount of 1200 rubles.

REPORT OF THE MILITARY GOVERNOR OF SEMIRECHENSKAYA REGION TO THE TURKESTAN GENERAL-GOVERNOR ON REQUESTS RECEIVED FROM RESIDENTS OF SEMIRECHENSKAYA REGION FOR INCLUSION IN THE PISHPEK MERCHANT CLASS AND REQUESTING PERMISSION TO INCLUDE THOSE WISHING IN THE MERCHANT AND BURGHER CLASSES

Verny, February 13, 1880.

With the transfer of the administrative center of Tokmak district from Tokmak to Pishpek, many peasants and other individuals who have relocated to the Semirechenskaya region have submitted and continue to submit requests for inclusion in the Pishpek burgher class.

In view of the assumption of establishing a district city in Tokmak, from which the district institutions have already been moved to Pishpek, where it is intended to form a district city to develop trade and burgher crafts, I have the honor to request Your Excellency's permission to include those wishing to join the merchant and burgher classes in Pishpek on the same basis as those included in these classes in other cities of the region.
