RESPONSE OF THE STEPPE GENERAL-GOVERNOR TO THE REQUEST OF A.M. FETISOV SUBMITTED FOR HIS CONSIDERATION BY THE MILITARY GOVERNOR OF THE SEMIRECHENSKAYA REGION


Omsk, January 26, 1891

In the presentation dated January 5, numbered 36, Your Excellency, informing me of the request of the manager of the Pishpek Agricultural School, Fetisov, for the allocation of 300 desiatins of state land, currently used by the Kyrgyz of the Alameddin, Tolkan, Tynaev, and Bulekbaev volosts of the Tokmak district for an agricultural farm, you find it possible to satisfy Mr. Fetisov's request regarding the actual measurement of the land and the determination of its boundaries based on the public opinions presented by the Kyrgyz societies interested in this matter.

Meanwhile, from the report attached to the aforementioned presentation from the Tokmak District Chief, it is evident that the military officer Narbut, due to the unwillingness of the Tokmak Kyrgyz to lease the specified plot of land to Mr. Fetisov under the proposed conditions, finds it possible to withdraw the indicated state land from the use of the Kyrgyz and allocate it to Fetisov for a period of 30 years, with a payment of 40 kopecks per desiatin per year.

Concerned about such a discrepancy in the conclusions regarding the essence of Mr. Fetisov's request, I hereby instruct the Officer of Special Assignments with me, Staff Captain Werner of the Engineering Troops, to closely examine Fetisov's request during his upcoming assignment to the Semirechenskaya region.

The case of the Semirechensk Regional Administration for the inventory of 1890 under No. 43 is hereby returned.

REQUEST OF THE CHIEF OF THE TOKMAK DISTRICT TO THE MILITARY GOVERNOR OF THE SEMIRECHENSKAYA REGION FOR THE SATISFACTION OF A.M. FETISOV'S REQUEST FOR THE ALLOCATION OF LAND FOR LEASE IN VIEW OF HIS GREAT MERITS TO THE CITY AND ALL OF SEMIRECHYE


Pishpek, January 29, 1891

Your Excellency, Most Gracious Sovereign Vladimir Fedorovich!

The directive from the Military Governor of the Semirechenskaya region dated November 15, 1890, numbered 19520 (1st table of households, department) required my conclusion regarding the request of gardener Alexey Mikhailovich Fetisov for the allocation of 300 desiatins of land for an agricultural farm, pasture for livestock, and a summer cheese factory. My conclusion was presented in a report dated December 14 of the same year, numbered 9966, in a favorable sense for Mr. Fetisov. Recently, Mr. Fetisov expressed to me in conversation that he was confident in the satisfaction of his request and therefore had already begun preparing everything necessary for the construction of buildings and to start the necessary sowing in the spring. For this purpose, he purchased improved plows and spent all his available capital and even incurred significant debts; meanwhile, he received information from State Councilor Pantusov that the correspondence regarding the allocation of the requested land had not yet been sent from the regional administration to His Excellency the Steppe General-Governor, and therefore, the resolution of His Excellency on this matter would not be received in time for the spring fieldwork, making all of Mr. Fetisov's preparations for this work useless. Thus, Mr. Fetisov finds himself in a very difficult position, especially since the term of the contract for the land he previously leased from the Kyrgyz has now expired, and he can no longer use the previous pasture or engage in cheese production, as the old cheese factory buildings remain under the control of the Kyrgyz, and there is nowhere to build new ones due to the lack of allocated space. Given this situation, Fetisov informed me that he intends to move his farm to the Syr-Darya region and engage in agriculture on the lands offered to him near Tashkent.

Considering the very beneficial initiative of Mr. Fetisov in agriculture and wishing to assist him as much as possible, I, taking into account the interests of the Kyrgyz, expressed that the amount of land requested by Fetisov could be allocated without any detriment to the Kyrgyz economy. I respectfully report that this allocation from the lands of four volosts, evenly from each (75 desiatins each), will not impose any burden on the Kyrgyz, and therefore I take the liberty of requesting the expedited allocation of land to Mr. Fetisov.

I also consider it my duty to add that Mr. Fetisov, as a gardener, has brought enormous benefits to the city of Pishpek, and his loss would be a great loss not only for the Tokmak district but for all of Semirechye.
