REPORT OF SURVEYOR DMITRIEV TO THE MILITARY GOVERNOR OF THE SEMIRECHYE REGION ON ALLOCATED PLOTS OF LAND FOR LEASE TO THE SCIENTIFIC GARDENER A.M. FETISOV


Pishpek, April 1891.

By the decree dated March 28 of this year No. 5050, Your Excellency entrusted me with the task of allocating two state-owned plots from the Kyrgyz lands of the Tokmak district for lease to the scientific gardener Fetisov.

Following the instructions of the Tokmak Land Commission, I have surveyed and marked on the plan two plots: the first, located south of the large village of Tokmak, 24 versts away, from the lands of the Tyanaevskaya volost, consisting of 180 desyatins of arable land; the second, located south of the city of Pishpek, 15 versts away, from the lands of the Kyrgyz of the Alamedin and Tolkanov volosts, consisting of 120 desyatins of arable land. I have the honor to present two plans and field documentation for your esteemed consideration.

REPORT OF THE CHIEF OF THE PISHPEK DISTRICT TO THE MILITARY GOVERNOR OF THE SEMIRECHYE REGION ON THE ABSENCE OF PRINTING HOUSES AND LITHOGRAPHIES IN THE DISTRICT
Pishpek, July 21, 1894.

In response to the decree dated July 7 No. 7407, I have the honor to report to Your Excellency that there are no printing houses or lithographies in the district entrusted to me. The World Judge G.A. Nosov has a printing set, and the titular advisor G. Terentyev has a Remington typewriter, the latter acquired with permission.

REPORT OF THE CHIEF OF THE PISHPEK DISTRICT TO THE MILITARY GOVERNOR OF THE SEMIRECHYE REGION ON THE POSSIBILITY OF OPENING THE FIRST PUBLIC LIBRARY IN PISHPEK AND A REQUEST FOR PERMISSION TO SUBSCRIBE FOR THE INITIAL FUND AND TO ESTABLISH THE LIBRARY ITSELF
Pishpek, August 23, 1894.

In response to the decree dated August 20 No. 9106, I have the honor to respectfully report to Your Excellency that the establishment of a public library in Pishpek would be highly desirable, as there is not a single such institution in the district, while there are individuals who would like to occasionally read a useful book. The lack of an opportunity to satisfy this spiritual need during leisure time drives many to taverns to escape boredom.

The World Judge G.A. Anosov has recently been appointed from Russia. His wife, Maria Stanislavovna, of the Catholic faith, is a good and kind woman; her beliefs are still unknown to me. In the petition she submitted to Your Excellency, there is no required annotation to Article 175 of the Statute and the seal indicating who will be considered responsible for the management. If Mr. Anosov takes this responsibility, given his high official position, I would consider it appropriate to allow Mr. Anosov to collect subscriptions for the formation of the initial fund as well as to establish the library, on the condition that the catalog of books intended for the library is approved by Your Excellency in advance and that works of print unknown to Your Excellency are not permitted in the library.

LETTER TO THE CHIEF OF THE PISHPEK DISTRICT FROM THE OFFICE OF THE MILITARY GOVERNOR OF THE SEMIRECHYE REGION REQUESTING A DETAILED CONCLUSION ON THE PETITION OF NOBLEWOMAN ANOSOVA LIVING IN PISHPEK TO OPEN A FREE PUBLIC LIBRARY IN THE CITY
Verney, August 20, 1894.

Enclosing the petition of noblewoman Maria Anosova, residing in Pishpek, requesting permission to open a subscription for collecting voluntary donations to establish a free public library in Pishpek, and then to establish the library itself, I have the honor to request Your Excellency to urgently provide me with a detailed conclusion regarding the contents of this petition, with its return.
