MINUTES OF THE MEETING OF THE SEMIRECHYE REGIONAL AUTHORITY ON MUNICIPAL AFFAIRS REGARDING THE ESTABLISHMENT OF A MUNICIPAL PUBLIC BANK IN THE CITY OF PISHPEK
City of Verny June 10, 1899
Presided over by the Military Governor of the Semirechye Region, Lieutenant General Ivanov.
Present were members: Vice Governor, State Councilor Ostashkin, Prosecutor of the Verny District Court, Councillor Shmurlo, Verny City Mayor Putagov, and Councillor of the Verny City Duma Khapilin.
Heard: the article of Y. Chapter 1 of the Charter of the Pishpek Municipal Public Bank with the following content: “To promote the development of trade and industry in the city of Pishpek, a municipal public bank is established with a capital of 10,000 rubles from the municipal reserve capital.”
Note: expenses for the city of Pishpek for 1899 are calculated at 17,361 rubles, the reserve capital of the city of Pishpek is 34,100 rubles.
Law: Article 18 of the appendix to Article 140 of the City Regulations published in 1899.
Having considered the aforementioned article of the charter of the Pishpek municipal bank and taking into account that it is currently advantageous for the city of Pishpek to have its own bank, as in the absence of any banking institutions, both governmental and private, in the city, the city will benefit from its banking operations while also providing considerable assistance to its residents, both homeowners and merchants, who need loans, which may have previously been obtained at high interest rates, the Semirechye Regional Authority on Municipal Affairs sees no obstacles to satisfying the petition of the Pishpek municipal public administration for permission to borrow 10,000 rubles from the reserve municipal capital for the establishment of the municipal bank, and therefore the Authority has resolved to submit this conclusion along with the Bank Charter for the approval of the Minister of Internal Affairs.

At the general meeting of the members of the Consumer Society in the city of Pishpek, held on September 26, 1899, the members of the society resolved to petition for the assignment of the name "Economy" to the society, as the assignment of a special name is prompted by the convenience of telegraphic communication with various trading firms; In this regard, I humbly request Your Excellency not to refuse permission to assign the name "Economy" to the consumer society in the city of Pishpek.

COMMUNICATION FROM THE MILITARY GOVERNOR OF THE SEMIRECHYE REGION TO THE OFFICE OF THE GENERAL GOVERNOR OF TURKESTAN REGARDING THE DECISION OF THE MEETING OF THE DELEGATES OF THE CITY OF PISHPEK TO POSTPONE THE ESTABLISHMENT OF A PUBLIC BANK IN THE CITY AND THE REASONS FOR SUCH A DECISION

The meeting of the delegates of the city of Pishpek in its renewed composition from the elections of the past year, having heard the proposal of the Chief of the Region dated September 18, 1899, No. 7888 regarding the project for the opening of a municipal public bank in Pishpek by the previous composition of delegates, resolved on July 1, by resolution No. 34, to postpone the establishment of the said bank until a time when it becomes possible and necessary, justifying such a resolution by the absence in Pishpek of knowledgeable people capable of conducting banking business and managing it, and the lack of funds to invite a specialist accountant and the overall impossibility for the bank, with its capital of 10,000 rubles, to satisfy the salaries of its staff from its profits.
In this regard, I have the honor to inform you that, in light of the above, the matter of opening a municipal public bank in Pishpek has been discontinued by me.
