RESOLUTION ON THE REPORT “ORGANIZATION OF THE FOOD MARKET OF FRUNZE CENTRAL MARKET” AT THE MEETING OF THE EXECUTIVE BUREAU OF THE FRUNZE CITY COMMITTEE OF THE VKP (b)

The Executive Bureau notes that the food market is still in the hands of private individuals, with a negligible share of cooperation and state trade, especially for perishable products (vegetables, eggs, butter, cheese, etc.).
The high level of prices seriously affects the real wages of workers and employees.
1. Propose to the Central Market Cooperation (CM) to open 10 food stalls throughout the city, 5 within 1 month and 5 within a two-month period. Introduce two specialized dairy stores into the existing network: one in the center, the other in the Dunganovka area.
2. Propose to the City Council to provide equipped premises for two dairy stores for trade by the CM and 10 stalls, exempting them from rent for one year.
3. Propose to Kyrgyz Trade to open 10 food stalls throughout the city within two months, and to introduce dairy products and vegetables into the product range based on the existing network.
4. Propose to the Livestock Union to organize the processing of dairy products, etc., in their cooperatives, particularly to equip dairy farms, thereby meeting the city's needs.
5. Propose to the Agricultural Cooperative to organize the procurement from cooperatives to supply the CM, concluding a contract with the latter for the supply of vegetables.
6. Taking into account the (insignificant) weak coverage of the market by the State Cooperative's suppliers of dairy products and vegetables, consider it possible to allow the CM and Kyrgyz Trade to conduct independent procurement.
7. To the People's Commissariat of Trade, by a corresponding decision of the ECOSO, allocate an industrial fund of up to 10,000 rubles for the procurement of dairy products.
8. Considering the lack of storage facilities for perishable products, which is crucial in working with these goods, the Executive Bureau resolves: To instruct the working apparatus to petition the Regional Committee of the VKP (b) for a directive to the Central Executive Committee faction regarding the transfer of warehouse construction to the CM, for which the NKRTorh will petition for the appropriate credits with the expectation that the warehouses will be built in the current year.
9. Consider it necessary to provide the appropriate credit for the procurement of vegetables and dairy products.
Instruct the working apparatus to negotiate with the State Bank and the Agricultural Bank.
Propose to the administrations to submit the corresponding applications for the required amounts of credits to the State Bank and the Agricultural Bank.
10. Noting that recently there has been poor quality meat in the CM shops, propose to the Meat Products Union to improve the supply of meat shops in the CM.
