RESOLUTION OF THE BUREAU OF THE FRUNZE CITY COMMITTEE OF THE VKP(b) "ON THE PAVING OF SIDEWALKS"

Based on the resolution of the Central Executive Committee and the Council of People's Commissars of the RSFSR dated August 20, 1932, "On the procedure for the arrangement, reconstruction, and repair of roadways and sidewalks," the presidium of the Frunze City Council resolves
To establish the following procedure for the paving of sidewalks in 1934:
1. The arrangement, reconstruction, and repair of sidewalks shall be carried out by all institutions, enterprises, organizations, and individuals using the respective sections, at their own expense and with their own resources.
Note: The mentioned institutions, organizations, and individuals have the right to transfer the arrangement, reconstruction, and repair of sidewalks to the City Communal Department, with the payment of the cost of works and materials to the account of the City Communal Department in two installments: 50% by April 1 and 50% by June 1 of the total cost of the sidewalk.
2. The work on the arrangement and repair of sidewalks shall be carried out under the technical supervision of the City Communal Department, with the mandatory call of a technician from the City Communal Department for the layout of the work and upon completion of the work - for their acceptance.
3. The restoration work of roadways and sidewalks that have been excavated in connection with the construction or repair of underground or aboveground structures shall be carried out by the institutions, organizations, and individuals that conducted the excavations.
4. The period for the arrangement of sidewalks is established from March 15 to September 1, with: 40% of the work to be completed by July 1, 40% by August 1, and 20% by September 1.
5. In case of failure to commence work and non-completion of the same within the first deadline, the work on the arrangement of sidewalks shall be carried out by the City Communal Department, and the cost of the sidewalk arrangement from institutions, enterprises, organizations, and individuals who evaded the work or payment of the amounts due within the established deadlines shall be collected in accordance with the law.
6. The paving of sidewalks in Frunze shall be carried out according to two types:
A. Tile: - Width - 2 meters, of which 1.40 meters with tiles, the remaining part cobblestone on sand. Cost per linear meter - 42 rubles.
B. GRAVEL: - Cover layer 18 cm width 2 meters, of which 1.40 meters with sifted gravel with a top layer of sand - 3 cm, the remaining part cobblestone on sand. Cost per linear meter - 27 rubles 60 kopecks.
7. The sidewalks shall be paved on the following streets:
Type - A Sidewalks
Soviet Street - From Tashkent to Dunganovskaya - western part.
Krasnooktabrskaya - From Tokmakskaya to Grazhdanskaya - western part.
Dzerzhinskaya Street - From Tatarskaya to the station - eastern part and from Dubovyy Sad to Alamedinskaya - western part.
Pervomayskaya Street - From Frunzenskiy to Grazhdanskaya - western part, from Grazhdanskaya to D. Bednogo - eastern part.
Kyrgyzskaya Street - From K. Marx Street to Dunganovskaya - eastern part.
Frunzenskiy Street - From Dzerzhinskaya to Soviet - southern part.
Koshchiynaya Street - From Pervomayskaya to Vernenskaya - northern part.
Tokmakskaya Street - From Dzerzhinskaya to Soviet - southern part and from Soviet to Vernenskaya - northern part. Tatarskaya Street - From Kyrgyzskaya to Krasnooktabrskaya - eastern part.
Alamedinskaya Street - From Kyrgyzskaya to Dzerzhinskaya - northern part.
Type - B Sidewalks
Within the boundaries of the streets: from the east - Beregovaya, from the west - Karasuyiskaya, from the north - Tashkent, from the south - Yuzhnaya.
D. Bednogo Street - From Beregovaya to the Ala-Archa River on both sides.
Grazhdanskaya - From Beregovaya to Sverdlovskaya - both sides.
Sverdlovskaya - From Grazhdanskaya to D. Bednogo Street - both sides.

RESOLUTION OF THE BUREAU OF THE FRUNZE CITY COMMITTEE OF THE VKP(b) "ON ROAD CONSTRUCTION AND REPAIR FOR 1934"
Frunze February 26, 1934
1. Approve the following work plan and deadlines for 1934:
New Construction
1. Cobblestone pavements on Vernenskaya Street (from Tashkent to Demyan Bedny) - 1440 m.; Demyan Bedny construction 1315 m.; Karasuyiskaya from D. Bednogo to the railway 850 m. With a roadway width of 6 m on Karasuyiskaya and Vernenskaya Streets and 9 m on D. Bednogo.
2. Gravel highway on Kazarmennaya Street from D. Bednogo to Pioneer Street 300 m.; Karasuyiskaya from the railway bed to the south 330 m. With a roadway width of 6 m.
Repair
1. Tashkent Street from Alamedinsky Bridge to Soviet Street 1550 m.
2. Soviet Street from Tashkent to Grazhdanskaya 1050 m.
3. Grazhdanskaya Street from Soviet to Pishpek Station 7000 m.
To carry out the specified works, the following will be required:
I. Building materials:
stone - 4968 m3
sand - 7272 m3
gravel - 3464 m3
2. Labor:
qualified workers 1568 person/days
workers 23313 person/days
3. Transport:
13707 horse/days
Labor cost - 586 thousand rubles.
The deadlines for the specified works are set from March 1 to October 1, 1934.
II. Propose to the City Housing and Communal Services under the personal responsibility of comrade Votyakovsky to prepare a calendar work plan for road construction by March 3, and to communicate it to the triangles of enterprises and institutions no later than March 10.
III. Propose to all triangles to immediately launch work based on social competition to attract the masses for the execution of works outlined in the City Housing and Communal Services plan and to report to the City Housing and Communal Services by March 15 on the number of attracted forces.
