RESOLUTION OF THE KIROBKOM OF THE VK (B) "ON THE ORGANIZATION OF THE RUSSIAN DRAMA THEATER IN THE CITY OF FRUNZE".
City of Frunze July 21, 1935
1. Approve the activities carried out by Comrade Belotsky for the organization of a permanent Russian drama theater in the city of Frunze and a Kyrgyz acting workshop at the Higher Theater Institute named after A.V. Lunacharsky in Moscow, consisting of 35 people.
2. Organize a permanent Russian drama theater in the city of Frunze, for which invite comrades who graduated from the State Institute of Theater Arts.
3. Assign the SNK to review and approve the budget for the theater.
4. Assign the Frunze City Committee of the VKP (B) Comrade Radchenko and the City Council (Comrade Tereshchenko) to provide the invited artists and the management of the Russian drama theater with necessary apartments.
5. Due to the technical unsuitability of the building of the Kyrgyz Theater, carry out reconstruction of the auditorium, foyer, and several auxiliary rooms, creating necessary conveniences for the audience and the operation of the theater.
Assign the Gosproekt to ensure technical supervision of the building reconstruction.
6. Propose to the Gosplan to allocate the necessary construction materials for the reconstruction and repair of the building.
7. Assign the Kultureprop of the OK VKP (B) and the People's Commissariat of Education to ensure guidance on preparing for the opening of the season, approving the repertoire plan, and developing mass work around the theater, etc.
8. Emphasizing the need to prepare highly qualified personnel for the Kyrgyz National Theater, organize a Kyrgyz acting workshop at the Higher Theater Institute named after A.V. Lunacharsky in Moscow, consisting of 35 people.
9. Assign the People's Commissariat of Education and the Kultureprop of the OK VKP (B) to staff the core of the acting workshop with the most talented artists from the Kyrgyz Theater and participants of dramatic circles from educational institutions and establishments in the city of Frunze and surrounding areas.
10. Propose to the People's Commissariat of Education to provide students of the Kyrgyz acting workshop with additional scholarships, necessary textbooks, and teachers for teaching the Kyrgyz language.
