RESOLUTION OF THE KIRGHIZ REGIONAL COMMITTEE OF THE VKP(b) "ON THE URBAN ECONOMY OF THE CITY OF FRUNZE"


City of Frunze, December 27, 1935.

Thanks to the correct implementation of the Lenin-Stalin national policy, the former bureaucratic, kulak-exploitative Pishpek has transformed from the center of national oppression into the city of Frunze - the center of national friendship among all ethnicities inhabiting Kyrgyzstan. This is the main guarantee of success and the further rapid growth of the city of Frunze, turning it into a socialist, well-equipped capital of Kyrgyzstan.

With the assistance of the Union proletariat, a number of large industrial enterprises of public and republican significance (meat processing plant, elevator, horse farm, sewing factory, mechanical plant, etc.) have been built in the city of Frunze, and 51 educational institutions have been opened, including several higher educational institutions (Pedagogical Institute, Veterinary Institute, and Agricultural Institute), as well as a Research Institute, Kyrgyz and Russian theaters.

As a result, the city of Frunze has become the industrial, cultural, and scientific center of Soviet Kyrgyzstan.

The population of the city has grown from 16,000 in 1917 to 82,000 by the beginning of 1934.

Alongside industrial construction, significant funds have been invested in the city's communal economy: in housing construction, road and bridge works, electrification, landscaping, water supply, etc.

The further growth of industry and culture, unprecedented until now, and the rising living and cultural standards of the working masses place enormous demands on the city. However, the growth of communal and socio-cultural construction has lagged far behind the increased needs of the city's workers.

This lag has been exacerbated by the unsatisfactory management of the Frunze City Council over the communal economy, resulting in high construction costs and low quality, poor condition of the housing stock, unsanitary conditions in the city, and inadequate operation of the power station, baths, public transport, etc.

The II Session of the Central Executive Committee of the Kirghiz ASSR considers that the current state of the urban economy is particularly intolerable going forward and that there are all the possibilities to transform the city of Frunze into a well-equipped, socialist center of the republic.

Based on this, the II Session of the Kirghiz Central Executive Committee resolves: 1. To instruct the Council of People's Commissars of the Kirghiz ASSR and the City Council to develop and submit for approval by the central authorities a general plan for the construction of the city of Frunze during 1936-37.

In developing the plans, aim to transform the city of Frunze into a true socialist city.

In particular, the plan should include: the elimination of the housing crisis, complete provision of the city with water and electricity, full sewage systems, consolidation of city blocks, paving of all city streets and asphalting of main streets, construction of asphalt sidewalks on all streets, completion of irrigation works and construction of dams to ensure the city's safety from summer floods, greening of the city and establishment of a culture and recreation park, construction of schools with the aim of eliminating double shifts in schools by 1938, construction of clubs, cinemas, Kyrgyz and Russian theaters, a large city library, a cultural center, a writers' house, and city hospitals.

The plan should provide for the connection of all parts of the city with the center and industrial enterprises via bus service.

To instruct the State Planning Committee and the City Council to develop the issue of constructing industrial power stations to supply electricity to large enterprises in 1936.

The session proposes that the Council of People's Commissars and the City Council involve major scientific forces from the center and the public of the city in the preparation of the plan.

2. To approve the construction plan for 1935, provided by the City Council and the State Planning Committee and coordinated with the outlines of the general plan:
a) For HOUSING CONSTRUCTION - construction of 3 residential buildings with a volume of 16,000 cubic meters and a dormitory for the Pedagogical Institute, completion of the residential building for the City Council and the dormitory for the Veterinary Institute, and commencement of construction of a specialists' house,
b) FOR WATER SUPPLY - completion of the construction of the first phase of the water supply system with a length of 7 km,
c) FOR SEWAGE - completion of the sewage plan for the first phase,
d) FOR ELECTRIFICATION - completion and equipping of the CHP No. 2, increasing its capacity to 2700 kW, and reconstruction of the network,
e) For CITY TRANSPORT - acquisition of at least 5 buses,
f) For ROAD AND BRIDGE WORKS - paving 10 km of city streets, covering 4 km with bitumen, and constructing 5 km of sidewalks,
g) For GREEN PLANTINGS - completion of the park planting in the working area, improvement of the alleys along Dzerzhinsky Street and public gardens, and commencement of construction of a culture and recreation park in the Karagach grove,
h) For IRRIGATION - clearing the springs that feed the water supply and developing a plan for the reconstruction of the irrigation network,
i) For SOCIAL-CULTURAL CONSTRUCTION - to commence in 1936 the construction of a republican hospital in the city of Frunze, as well as a children's outpatient clinic, a sanitary-bacteriological laboratory, and a cinema.

To complete the construction of the buildings: Pedagogical Technical School, Construction Technical School, Veterinary Clinic, Medical Technical School, Government House.

To build buildings for 4 ten-year schools and one seven-year school to eliminate three-shift classes in schools by the autumn of 1936, as well as to eliminate the practice of classes without a single day off and without permanent classrooms for students, to build a building for the Land Technical School, Veterinary Technical School, Financial Technical School, experimental agricultural station, experimental livestock station, automatic telephone station, new railway station, and children's nursery.

To instruct the City Council and the Production Cooperative to build 1 red teahouse in the city of Frunze in 1936.

3. Alongside construction in 1936, to allocate special funds for the repair of residential buildings for individual crediting of workers and employees in the city of Frunze for a period of up to 5 years.

4. The session proposes that the Council of People's Commissars and the City Council, as one of the urgent tasks, bring the entire housing stock into proper condition by 1936, ensuring internal and external repairs of state, cooperative, and private residential buildings. The session instructs the City Council to improve the work of housing offices.

5. The significant investments planned for the urban economy in 1936 require that the City Council immediately begin preparations for the construction season, organizing work in such a way as to ensure the early completion of the entire construction plan based on Stakhanovite labor methods, ensuring high quality of work, exceeding plans, increasing labor productivity, and reducing construction costs, in order to fully meet the tasks set at the construction meeting of the Central Committee of the VKP(b).

In connection with the growth of construction in the city of Frunze, the City Council is obliged to prepare qualified construction personnel in 1936.

6. The session proposes that the City Council cease any construction on the territory of the city without a special resolution from the Presidium of the City Council or the Council of People's Commissars of the republic and prohibit the construction of buildings lower than two stories on the central streets of the city, as well as not allow constructions without stone foundations throughout the city.

To suggest that the City Council, starting in 1936, undertake systematic work to replace reed roofs and further prohibit covering any buildings with reeds during construction and repairs.

7. The session proposes that the City Council improve the sanitary condition of the city, the operation of the power station, water supply, city transport, and all municipal institutions in the city.

8. The session specifically instructs the Council of People's Commissars and the City Council to develop urgent measures to ensure the city’s water supply during the summer.

9. Noting the weak work of the sections and deputy groups of the City Council, the session proposes that the presidium of the City Council organize the work of the sections and deputy groups so that they provide guidance and control over each sector of the urban economy.

10. The session finds it outrageous that the republican House of Peasants, one of the best buildings in the city, is occupied by various institutions and apartments. Considering the special political significance of the House of Peasants, the session instructs the chairman of the Central Executive Committee, Comrade Urazbekov, and the Frunze City Council to repair the republican House of Peasants by May 1, 1936, freeing it from institutions and apartments by that time.

11. The session proposes that the City Council take all measures to ensure the implementation of the directive of the June Plenary of the Central Committee of the VKP(b) of 1931 that "Plenary sessions of the City Council must become the center for the business resolution of urban economy issues based on hundreds and thousands of comments and proposals from voters."
