The city of Frunze - the center of the Kyrgyz SSR does not have a public library. The existing book collection is scattered, stored in sheds and basements, and is subject to theft. Workers, students, teachers, and specialists are deprived of the opportunity to widely access literature.
The regional committee requests the Central Committee of the VKP(b) and the Council of People's Commissars of the USSR permission to begin construction of a public library-reading room in Frunze this year, with a total cost of 1.3 million rubles, aiming for completion in 1938 and with an expenditure of 200 thousand rubles in 1937.
