RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS OF THE KYRGYZ SSR AND THE CENTRAL COMMITTEE OF THE COMMUNIST PARTY (BOLSHEVIKS) OF KYRGYZSTAN "ON THE OPENING OF THE STATE UNIVERSITY IN FRUNZE"
Frunze, September 23, 1939.
Considering the great need of the republic for highly qualified personnel, as well as the necessity of creating a large scientific and educational center in the republic, the Council of People's Commissars of the Kyrgyz SSR and the Central Committee of the Communist Party of Kyrgyzstan resolve:
1. To open the State University in Frunze on the basis of the existing 4-year Pedagogical Institute starting from September 1, 1942, consisting of 7 faculties:
Biological
Philosophical
Physical and Mathematical
Legal and Literary
Economic
Historical
2. To transform the existing Teacher's Institute into a 4-year Pedagogical Institute by September 1, 1942, with the following faculties:
Physical and Mathematical
Faculty of Kyrgyz Language and Literature
Natural Geography
Faculty of Foreign Languages.
3. To open a Teacher's Institute on the basis of the existing Pedagogical School, consisting of the following faculties: Physical and Mathematical, Natural Geography, Historical, and Literary.
4. To obligate the State Planning Committee and the Council of People's Commissars of the Kyrgyz SSR to include in the construction plans for 1940/42 the construction of 2 student dormitories for 700 people, a house for scientific workers with 50 apartments, and a student cafeteria.
5. To propose to the People's Commissariat of Education of the Kyrgyz SSR to develop a detailed work plan related to the preparation for the opening of the State University, the transformation of the Teacher's Institute into a 4-year Pedagogical Institute, and the Pedagogical School into a Teacher's Institute no later than January 1940.
6. To request the Central Committee of the All-Union Communist Party (Bolsheviks) and the Union Government to approve this resolution.
