
RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS OF THE KYRGYZ SSR AND THE CENTRAL COMMITTEE OF THE COMMUNIST PARTY (BOLSHEVIKS) OF KYRGYZSTAN "ON THE ORGANIZATION OF A WATCH FACTORY IN THE CITY OF FRUNZE"
City of Frunze, January 5, 1943.
The Council of People's Commissars and the Central Committee of the Communist Party (Bolsheviks) of Kyrgyzstan resolve:
1. To recognize the organization of a state watch factory in the city of Frunze for the production of miniature alarm clocks, table, and wristwatches as economically feasible and necessary.
2. To allocate the premises of workshop No. 2 of the Frunze factory with an area of 1262 m2 for the organization of the factory. To obligate the acting director of the Frunze factory, Comrade Nagorny, to vacate workshop No. 2 for the watch factory within one month, and to transfer the production of item No. 7 to workshop No. 10.
To warn Comrade Nagorny not to allow the destruction of communication lines (water supply, electrical, heating) in workshop No. 2 during the dismantling of equipment.
3. To assign the current and capital repairs of workshop No. 2 to the military construction site No. 367. To propose to Comrade Prokofyev to complete the repair of the premises for the placement of watch factory equipment within one month from the receipt of the project.
4. To obligate the State Planning Committee of the Kyrgyz SSR (Comrade Cheremisina) to allocate the necessary amount of local building materials to military construction site No. 367 for the re-equipment of the watch factory building.
5. To consider it necessary, for the purpose of mastering watch production and training personnel, to establish the production of miniature alarm clocks and table clocks as a priority, with a subsequent transition to the production of wristwatches as well.
6. To recognize it as expedient to convert a significant amount of production of cases for miniature alarm clocks and table clocks from plastic and walnut wood in order to save metal.
7. To obligate the Jalal-Abad regional committee of the Communist Party (Bolsheviks) of Kyrgyzstan, Comrade Proshenkov, the regional executive committee, Comrade Shabaev, and the director of the walnut-vitamin-canning plant, Comrade Belikov, to prepare 100 m3 of walnut wood and its overflow in the walnut farms as part of the clearing process and to deliver 50 m3 to the railway line in the 3rd quarter and 50 m3 in the 4th quarter.
8. To obligate the People's Commissar of Local Industry of the Kyrgyz SSR, Comrade Guriyev, to organize the production of cases from walnut wood in cooperation with the watch factory and to submit a request for wagons for the transportation of walnut wood.
9. In order to provide the watch factory with qualified personnel, to instruct the personnel department of the Central Committee of the Communist Party (Bolsheviks) of Kyrgyzstan to select 6 engineers and mechanical technicians from the operating factories in the city of Frunze for retraining in Moscow in watchmaking by no later than July 15, 1943, with subsequent assignment to work at the watch factory.
10. To obligate the head of the labor reserves management under the Council of People's Commissars of the Kyrgyz SSR, Comrade Ushakov, to organize the training of qualified personnel for the watch factory at the vocational school No. 2 for at least 100 people, from among the best students of mechanical groups, predominantly from the indigenous population and children permanently residing in the city of Frunze. Additionally, to select a group of 30 lathe operators and fitters from among the best students of all vocational schools for practical training at the watch factory of the NKMV USSR No. 853 for a period of 3-4 months.
11. To obligate the city committee of the Communist Party (Bolsheviks) of Kyrgyzstan, Comrade Sadaev, and the chairman of the city council, Comrade Svishchev, to identify the best craftsmen in the watchmaking trade and send them to work at the Frunze watch factory.
12. To request the People's Commissar of Mortar Armament of the USSR, Comrade Parshin:
a) to expedite the development of the technical project for the organization and construction of the Frunze watch factory based on the allocated site and premises. When preparing the project and allocating equipment, to consider the necessity of organizing the production of wristwatches;
b) to expedite the approval of the factory director, the budget estimates, and the staffing for the Frunze watch factory. To allocate the necessary funds for capital and current repairs of buildings, structures, and the acquisition of necessary transportation in the 3rd quarter of 1943;
c) due to the absence of a technical laboratory at the Frunze factory, as well as precise measuring instruments, to allocate and ship measuring instruments and necessary laboratory equipment of high precision class for the organization of a Central Laboratory to service the factories subordinate to the NKMV;
d) to expedite the preparation of qualified personnel and accelerate the launch of the factory by sending 6 engineering and technical workers from operating watch factories to the Frunze watch factory on contractual terms, including the chief engineer, technologists, a quality control master, the head of the mechanical assembly shop, and a tool production master;
e) to instruct factory No. 853 to accept and train the 30 students and 6 engineering and technical workers sent to the Frunze watch factory;
f) to sanction the transfer of mechanical equipment located in workshop No. 2 of the Frunze factory to the watch factory according to the annex.
13. To obligate the secretary of the Frunze regional committee and city committee of the Communist Party (Bolsheviks) of Kyrgyzstan, Comrade Kolosov, to monitor the progress of the organization of the watch factory and provide assistance in transportation and workforce staffing for the factory.
Overall control over the implementation of this resolution is entrusted to the industrial department of the Central Committee of the Communist Party (Bolsheviks) of Kyrgyzstan.
