FROM THE RESOLUTION OF THE BUREAU OF THE FRUNZE CITY COMMITTEE OF THE COMMUNIST PARTY (B) OF KYRGYZSTAN AND THE EXECUTIVE COMMITTEE OF THE FRUNZE CITY COUNCIL OF WORKERS' DEPUTIES
“ON MEASURES FOR THE CONDUCT OF GREEN PLANTINGS IN THE SPRING OF 1945 AND THE LAYING OF NEW NURSERIES OF DECORATIVE AND FRUIT TREES IN THE CITY GREENHOUSE”
Frunze, March 2, 1945
Having heard the report of the director of the City Greenhouse, Comrade Volkov, on the measures for conducting green plantings in the spring of 1945 in the city of Frunze and the laying of nurseries for decorative and fruit trees, and the co-report of the instructor of the City Committee of the Party, Comrade Pogodin, the Executive Committee of the Frunze City Council of Workers' Deputies and the bureau of the City Committee of the Communist Party (B) of Kyrgyzstan note that the greening of the city of Frunze in the spring of 1944 was carried out without proper technical control from the workers of the City Greenhouse, the City Housing Committee, and the District Housing Committees.
As a result of the lack of control and the provision of technical assistance to organizations and the private sector in conducting tree planting, a large number of young seedlings and decorative trees planted in the spring of 1944 perished.
In order to implement the decision of the Central Committee of the All-Union Communist Party (B) dated October 12, 1944, “On the work of the Central Committee of the Communist Party (B) of Kyrgyzstan) regarding the increase of gardens, vineyards, and recognizing the conduct of greening as one of the most important measures for the improvement of the city of Frunze, the Executive Committee of the Frunze City Council of Workers' Deputies and the bureau of the City Committee of the Communist Party (B) of Kyrgyzstan resolve:
1. To approve the plan for the greening of the city of Frunze in the spring of 1945 (attachment*).
2. To obligate the secretaries of the District Committees of the Party: First of May Comrade Zhorokhov, Sverdlovsk Comrade Koibagarov, and Proletarian Comrade Galat, as well as the chairmen of the District Executive Committees Comrades Sinitsin, Perekatov, and Terentyev to mobilize the collectives of enterprises, institutions, and the population of the districts to fulfill the tasks of greening the city of Frunze.
Together with the City Greenhouse, to carry out all preparatory work (planning, irrigation network, planting sites) in each district before the start of tree planting.
3. In order to improve the work of the City Greenhouse, to obligate the director of the City Greenhouse, Comrade Volkov, to carry out the following measures:
a) to lay a new nursery for 150 thousand pieces of decorative and fruit trees, paying special attention to the sowing of stone fruit and coniferous tree species (Tian Shan fir). To organize the cultivation of poplar seedlings.
Simultaneously, from the existing 60 thousand seedlings of various decorative species, to carry out the replanting - laying of new decorative nurseries;
b) to lay a garden nursery of 3 hectares, one hectare of vineyard for the constant supply of grafting material and the breeding of a variety of fruit and decorative species;
c) to organize proper processing of the City Greenhouse area, to transition to an 8-field crop rotation;
d) by April 10 of this year, to clean the irrigation network in the City Greenhouse nurseries;
e) by March 10 of this year, to complete the preparation of the greenhouse facilities for the spring period;
f) by April 1, 1945, to fence the central part of the floriculture area.
4. To obligate the director of the City Greenhouse, Comrade Volkov, by March 20 of this year, to stock the necessary amount of chemicals for combating agricultural pests in the Greenhouse warehouse.
5. To obligate the head of the City Housing Committee, Comrade Tsukerman, and the director of the City Greenhouse, Comrade Volkov, to create one brigade per district for combating agricultural pests and controlling the irrigation of green plantings during the summer period.
6. To warn the director of the City Greenhouse, Comrade Volkov, that if he does not take measures to fulfill the work of the City Greenhouse and to implement the decision of the City Committee and the Executive Committee from August 22, 1944, and this resolution, he will be held strictly party accountable.
7. To obligate Comrades Tsukerman and Volkov to send one employee of the City Housing Committee to one of the union republics by March 10 of this year to acquire flower seeds.
8. To obligate the deputy secretary of the Frunze City Committee of the Communist Party (B) of Kyrgyzstan for construction, Comrade Golubev, to prepare a question for the bureau of the City Committee regarding the facts of illegal logging of tree plantings in the city of Frunze.
9. To place control over the implementation of this resolution on the Construction Department of the City Committee of the Communist Party (B) of Kyrgyzstan.
