RESOLUTION OF THE BUREAU OF THE CITY COMMITTEE OF THE COMMUNIST PARTY (BOLSHEVIKS) OF KYRGYZSTAN "ON THE RESTORATION OF THE KARAGACHEVAYA GROVE AND IMPROVEMENT OF PANFILOV PARK"
Frunze, June 22, 1948
In order to create conditions for the recreation of the working people of the city, the City Executive Committee and the Bureau of the City Committee of the Communist Party (Bolsheviks) of Kyrgyzstan resolve:
1. To approve the work plan for the restoration of the Karagachevaya Grove and the improvement of Panfilov Park in the following volume:
a) From budget funds in the amount of 800,000 rubles, of which 500,000 rubles for the Karagachevaya Grove and 300,000 rubles for Panfilov Park (see Appendix No. 1);
b) From economic and trade organizations 120,000 rubles (see Appendix No. 2);
c) Through the participation of the working people of the city (see Appendix No. 3).
2. To create a committee for the guidance of the works on the restoration of the Karagachevaya Grove, consisting of: Comrade Firsov F.V. - Deputy Chairman of the City Executive Committee - Chairman.
1. Kolesnichenko P.K. - Deputy Secretary of the City Committee of the Communist Party (Bolsheviks) of Kyrgyzstan.
2. Vilkonsky - City Engineer.
3. Shiryayeva - Head of the City Cultural and Educational Institutions.
4. Endovitsky - Secretary of the City Committee of the Trade Union.
5. Velikasov - Head of the Agricultural Department of the City Executive Committee.
6. Albansky - Architect.
3. To establish the deadline for the completion of works on the restoration and improvement of the parks by August 5, 1948, according to the work schedule.
4. To propose to the Head of the City Department of Cultural and Educational Institutions Comrade Shiryayeva, the Director of the Park and Recreation Facilities Comrade Feigin, and the Chief City Architect Comrade Steblin to prepare all technical documentation for the construction works in the parks by June 27, 1948, and to conclude contracts for construction works no later than July 28 of this year with the construction organizations of the city.
5. To obligate the District Executive Committees and District Party Committees:
a) To ensure broad involvement of the working people in the restoration works of the Karagachevaya Grove, to conduct explanatory work among the population, and to call on every able-bodied resident of the city to work for the restoration for at least 50 hours. All work should be carried out on the basis of broad socialist competition.
b) To attract engineering and technical personnel to guide the works on the restoration of the Karagachevaya Grove.
c) To ensure daily provision of works with the necessary amount of transport and construction materials.
d) By June 28, 1948, to acquire in each district tools such as: 500 shovels, 50 picks, 50 crowbars, 50 stretchers.
e) To create district headquarters for operational guidance of the works on the restoration of the Karagachevaya Grove and to establish duty shifts at the work sites.
6. For the execution of responsible construction works (electrical lighting, water supply, radio installation, roads, etc.) by public forces, it is considered advisable to assign this work to enterprises and construction organizations of the city directly according to their profile.
7. To entrust the Chairman of the City Executive Committee Comrade Koibagarov to ensure the works with the necessary amount of construction materials and fuel.
8. For the execution of construction works on the restoration of the Karagachevaya Grove and the improvement of Panfilov Park, to attract the construction organizations of the city: Kyrgosstroy, Voenstroy, Gorodstroykontr, Gorremsstroykontr, Santekhstroy, OKS of plant 60 and Penko-Jute factory, Energosbyt, FOGES, Radio Node, etc., obliging the leaders of the above-mentioned organizations to complete the construction works on time, while simultaneously instructing the Director of the Park and Recreation Facilities Feigin to prepare contracts by June 28, 1948.
9. To entrust the Department of Agitation and Propaganda of the City Committee of the Communist Party (Bolsheviks) of Kyrgyzstan Comrade Sannikov to organize cultural-mass and political work among workers and employees during the restoration of the Karagachevaya Grove.
To select experienced agitators, ensure the release of combat leaflets, prepare visual agitation, and organize performance boards.
10. To propose to the Head of the City Housing and Communal Services Comrade Pastukhov to designate quarries by district for the procurement of inert materials by June 25, 1948, establishing control over their proper development.
11. To instruct the City Health Department Comrade Golubenko to organize sanitary posts in the Karagachevaya Grove.
12. To instruct the Head of the City Trade Department Comrade Kryatov to organize trade at the work sites in the Karagachevaya Grove.
13. To establish a transitional Red Banner of the City Executive Committee and the City Party Committee for the district that completes the works ahead of schedule and with high quality, to stimulate the restoration works of the Karagachevaya Grove.
14. To create a session of the City Executive Committee to discuss the issue of restoring the Karagachevaya Grove and improving Panfilov Park.
