RESOLUTION OF THE BUREAU OF THE CITY COMMITTEE OF THE COMMUNIST PARTY (BOLSHEVIKS) OF KYRGYZSTAN "ON THE CONSTRUCTION OF A DAM AT KOMSOMOL LAKE AND THE CONSTRUCTION OF A BRIDGE OVER BChK"

In accordance with the decision of the Frunze City Council of Workers' Deputies and the bureau of the City Committee of the Communist Party (Bolsheviks) of Kyrgyzstan dated June 22, 1948, No. 12/8 regarding the restoration of the Karagach grove and the improvement of the Panfilov Park, as well as the planned construction, the District Executive Committee and the bureau of the Regional Committee of the Communist Party (Bolsheviks) of Kyrgyzstan resolve:
1. To approve the work schedule for the construction of a dam at Komsomol Lake and the construction of a bridge over BChK with the participation of the population and enterprises.
2. To create a committee for the management of the work on the construction of the dam and the bridge, consisting of:
Chairman - Comrade Zavyalova - Chairman of the District Executive Committee
Deputy - Comrade Popov - Secretary of the Regional Committee of the Communist Party (Bolsheviks) of Kyrgyzstan
Members: Comrades Gruzdev - Head of the Regional Housing Department
Comrade Bespalov - Secretary of the Regional Committee of the Komsomol
Comrade Berisov - Head of the OKS of Plant No. 60.
3. To set the deadline for the completion of the dam construction by August 25, 1948, and the bridge by August 1, 1948, according to the work schedule.
4. To obligate the directors of enterprises, secretaries of party and Komsomol organizations, and chairpersons of quarter committees to ensure broad involvement of workers in the construction of the dam and the bridge, and to conduct explanatory work among the population of the district: to call on every able-bodied resident of the district to work on the construction for at least 50 people.
All work should be carried out based on a widely developed socialist competition.
5. By July 1, 1948, to acquire for the district tools, including 500 shovels, 20 picks, 20 crowbars, and 250 stretchers.
Directors of enterprises are to appoint responsible persons for their work areas to oversee the construction of the dam and the bridge.
6. To entrust Comrade Zavyalova, Chairman of the District Executive Committee, with ensuring the work is supplied with the necessary materials.
7. To involve the Tool Factory and the Meat Processing Plant in the construction of the iron bridge over BChK. Other organizations and unorganized populations are to be involved in the construction of the dam.
To obligate the leaders of organizations and enterprises, and quarter committees to complete the work on time according to the schedule.
8. To instruct the Department of Agitation and Propaganda of the Regional Committee of the Communist Party (Bolsheviks) of Kyrgyzstan to organize cultural, mass, and political work among workers and employees during the construction of the dam and bridge. To select experienced agitators, ensure the release of bulletins, arrange visual agitation, and organize a performance board.
9. To instruct the District Health Department, Comrade Shumakov, to organize a sanitary post at the work site.
10. To instruct Comrade Burnashev, Head of the District Trade Department, to organize trade at the work site at Komsomol Lake.
