
FROM THE RESOLUTION OF THE COUNCIL OF MINISTERS OF THE KYRGYZ SSR "ON THE PROGRESS OF CONSTRUCTION OF THE AGRICULTURAL MACHINERY PLANT NAMED AFTER FRUNZE"

... In order to ensure the implementation of the construction plan for the Frunze plant for 1948, the Council of Ministers of the Kyrgyz SSR resolves:
1. To point out to the head of UPR-223 Comrade Afanasyev and the chief engineer Comrade Litvak their failure to meet the construction plan for the commissioning facilities within the deadlines set by the government and to warn them that in case of non-fulfillment of the plan for the commissioning and operation of the plant's facilities, they will be held accountable.
2. To oblige the head of UPR-223 Comrade Afanasyev and the chief engineer Comrade Litvak:
a) To take measures to complete the construction and commissioning of the forging and pressing shop, ensure the commissioning of heating and water supply by November 5, the utility extensions to the foundry shop of ductile iron by December 1, residential building U-2 by October 1, and residential building U-3 by November 1, 1948;
b) To prepare a work schedule for each facility and the use of labor within ten days and ensure strict adherence to it;
c) To organize the work of preparatory sections, nodes, and transport to ensure uninterrupted supply of materials and semi-finished products to workplaces;
d) To ensure proper organization of labor at construction sites, maximize mechanization of work, especially earthworks, plastering, and concrete laying;
e) To take decisive measures to staff the construction of the Frunze plant with hired labor, fully implement the organized recruitment orders by October 15 of this year;
f) To put into operation the third 16-apartment residential building by October 15. By the end of 1948, to build a kindergarten for 100 children and 6 houses for sale to workers and engineering and technical personnel.
3. To draw the attention of the director of the Frunze plant Comrade Akhnazarov to the unsatisfactory progress of the plant's construction and to oblige him:
a) To systematically provide material and technical assistance to the construction;
b) To create normal conditions for the construction of cupola furnaces in the foundry, for the construction of the road and heating main, preventing clutter and collapse of the last two objects;
c) To fully supply UPR-223 with the missing materials, castings, and reinforcement for the completion of work on heating and water supply by October 10 of this year;
d) To establish strict technical control over the quality of work performed, not allowing the acceptance of substandard work for payment;
e) After the completion of the construction of residential building U-2, to transfer it to the disposal of UPR-223 for housing construction workers until the end of construction.
4. To take note of the statement by the director of the Frunze plant Comrade Akhnazarov that the plant's collective will complete 1500 cubic meters of earthworks for the water supply and heating by October 20, 1948, as well as carry out work on landscaping and cleaning the edges of internal factory roads and clearing the route of the constructed roads from slag and debris.
5. To instruct the Minister of Internal Affairs of the Kyrgyz SSR Comrade Trubnikov to ensure the fulfillment of the contract between UPR-223 and ITK for the supply of labor for the construction of the Frunze plant.
6. To instruct the head of UPR-223 Comrade Afanasyev to discuss this resolution at the production and economic active meeting.
