RESOLUTION OF THE BUREAU OF THE FRUNZE CITY COMMITTEE OF THE COMMUNIST PARTY (B) OF KYRGYZSTAN "ON THE IMPROVEMENT OF THE KARAGACH GROVE"
Frunze, March 29, 1949.
In order to further improve the Karagach Grove, the Executive Committee of the Frunze City Council of Workers' Deputies and the Bureau of the Frunze City Committee of the Communist Party (B) of Kyrgyzstan resolve:
1. To approve the work plan for the improvement of the Karagach Grove for 1950 at the expense of the city budget, according to Appendix No. 1.
2. To create a committee for the guidance of the improvement works in the Karagach Grove consisting of:
1. Firsov - Deputy Chairman of the City Executive Committee (Chairman)
2. Kolesnichenko - Head of the Department of the City Committee of the Communist Party (B) of Kyrgyzstan
3. Chernychev - Chairman of the Sverdlovsk District Executive Committee
4. Junushbaeva - Chairman of the Pervomaisky District Executive Committee
5. Ismailov - Acting Chairman of the Proletarian District Executive Committee
3. To assign the children's section of the park to the Pervomaisky District within the boundaries from the main entrance to the BChK and to assign the territory from the BChK to the highway leading from Soviet Street to the State Mill to the Sverdlovsk District. The Proletarian District is to be assigned to the Frunze Park.
4. To oblige the District Executive Committees (Comrades Junushbaeva and Chernychev) and the Regional Committee of the Communist Party (B) of Kyrgyzstan (Comrades Imanaliev and Krylov) to prepare specific work plans involving the population by April 1 of this year.
To assign specific areas to each organization and enterprise, establishing deadlines for the completion of work.
5. To oblige the Head of the Cultural and Educational Department, Comrade Shiryayev, to complete the planned activities for the improvement of the Karagach Grove, funded by budget allocations, by April 25, 1950, and to prepare the park for opening on May 1.
6. To oblige the Head of the City Trade Department (Comrade Kryatov) to open the necessary number of kiosks and buffets in the Karagach Grove by April 20, 1950, and to organize the sale of soft drinks, etc.
7. To propose to the Acting Chairman of the Proletarian District Executive Committee, Comrade Ismailov, and the Secretary of the District Committee of the Communist Party (B) of Kyrgyzstan, Comrade Zubkov, to develop specific measures for the improvement of the Frunze Park with the involvement of the public within five days and to immediately begin their implementation.
8. To oblige the Head of the City Utility Department, Comrade Pastukhov, to complete all works on the improvement of the main alley and the square near the monument to Comrade Stalin in the Frunze Park by April 25 of this year.
9. To propose to the District Executive Committees and District Party Committees to carry out all works on the improvement of parks based on socialist competition both among individual enterprises and institutions, as well as between districts.
10. To establish a transitional Red Banner of the City Executive Committee and the City Committee of the Communist Party (B) of Kyrgyzstan to be awarded to the district that achieves the best results in the competition among districts for the improvement of the city.
