FROM THE DECREE OF THE COUNCIL OF MINISTERS OF THE USSR "ON THE ORGANIZATION OF THE KYRGYZ STATE UNIVERSITY, OSH PEDAGOGICAL AND NARYN TEACHERS' INSTITUTES"

The Council of Ministers of the Kyrgyz SSR decrees:
1. To organize from 1951 in Frunze, on the basis of the Kyrgyz Pedagogical Institute, the Kyrgyz State University, consisting of the following faculties: historical, philological, physical-mathematical, geological-geographical, biological-soil, with direct subordination to the Ministry of Higher Education of the USSR.
To establish an admission plan for 1951 for the 1st year of the university at 400 students.
2. To obligate the Council of Ministers of the Kyrgyz SSR to transfer to the Kyrgyz State University, as of June 1, 1951, the educational buildings, dormitories, as well as the inventory and equipment of the Kyrgyz Pedagogical Institute, except for the inventory and equipment necessary for the deployment of educational work for the 1st year of the newly organized Osh Pedagogical Institute.
3. To obligate the Ministry of Higher Education of the USSR to ensure that students of the II, III, and IV years of the Kyrgyz Pedagogical Institute complete their studies at the Kyrgyz State University according to the curriculum of pedagogical institutes....
4. To classify the Kyrgyz State University as a first-category higher educational institution and the Osh Pedagogical Institute as a second-category higher educational institution.
5. To obligate the State Staffing Commission under the Council of Ministers of the USSR to approve the staff of the Kyrgyz State University and establish salary scales for the administrative, economic, and educational support personnel of the university in accordance with the decree of the USSR Council of People's Commissars dated February 18, 1944.
6. To grant the Ministry of Higher Education of the USSR the right to spend 4 million rubles in 1951 from the general allocations in the budget for staff training and the Council of Ministers of the Kyrgyz SSR - 2 million rubles from savings in the republic's budget for 1951 for the acquisition of educational and economic equipment and inventory for the Kyrgyz State University.
