FROM THE DECREE OF THE COUNCIL OF MINISTERS OF THE KYRGYZ SSR "ON THE PROGRESS OF THE CONSTRUCTION OF SEWAGE SYSTEM IN THE CITY OF FRUNZE AND ITS COMMISSIONING"

... In order to ensure the commissioning of the sewage system this year, the Council of Ministers of the Kyrgyz SSR decrees:
1. To obligate the Ministry of Communal Services of the Kyrgyz SSR (Comrade Kolbaeva):
a) To ensure, starting from August 10, 1952, the temporary commissioning of individual urban sewage collectors with the collection of wastewater through the open suburban collector and to put into operation 13 kilometers of the urban sewage network by August 30, 1952;
b) To complete the construction of treatment facilities in 1952 and ensure their commissioning by January 1, 1953.
2. To obligate the Ministry of Communal Services of the Kyrgyz SSR (Comrade Kolbaeva), the manager of the "Kyrgyzgosstroy" trust (Comrade Bayazitov), and the chairman of the Frunze City Executive Committee (Comrade Koibagarov) to take measures to implement the capital construction plan for urban sewage collectors along Krasnooktabrskaya, Pervomayskaya, Soviet streets, and the collectors of the southern industrial zone, with a total length of 7 kilometers, ensuring their temporary commissioning in the 4th quarter of 1952.
3. To obligate the Ministry of Communal Services of the Kyrgyz SSR (Comrade Kolbaeva) and the Energy Administration under the Council of Ministers of the Kyrgyz SSR (Comrade Gorky) to resolve the issue of providing electricity to the treatment facilities of the urban sewage system within one month.
4. To obligate the "Kyrgyzgosstroy" trust (Comrade Bayazitov):
a) To commence work on the construction of the open suburban collector and complete it by August 1, 1952;
b) To concentrate the main workforce of the construction site "Santekhstroy" on the construction of treatment facilities;
c) To complete the construction of treatment facilities by December 25, 1952.
5. To obligate Kyrgyzsnabbyt (Comrade Nemirovsky) and Glavmetallosbyt (Comrade Shustov) to prioritize the supply of materials to the "Kyrgyzgosstroy" trust intended for the construction of the sewage system.
6. To obligate the heads of ministries and departments to prepare for the connection of enterprises and buildings to the urban sewage system by August 1, 1952, according to Appendix No. G.
7. To obligate the Frunze City Executive Committee (Comrade Koibagarov) to allocate 50,000 rubles from operational expenses for the commissioning and adjustment works on the sewage system.
8. To request the Council of Ministers of the USSR to allow the establishment of the Water Supply and Sewage Management "Vodokanal" based on the Frunze water supply and to obligate the State Staffing Commission to approve the staff, according to Appendix No. 2*.
9. To obligate Kyrgyzsnabbyt (Comrade Nemirovsky) to import 1,000 linear meters of asbestos-cement pipes with a diameter of 150 mm from the city of Jalal-Abad and transfer them to the Ministry of Communal Services of the Kyrgyz SSR.
