FROM THE DECREE OF THE COUNCIL OF MINISTERS OF THE USSR "ON THE OPENING OF A POLYTECHNIC
INSTITUTE IN THE CITY OF FRUNZE" Moscow August 24, 1954
1. To accept the proposal of the Ministry of Higher Education and the Council of Ministers of the Kyrgyz SSR:
a) to organize in the city of Frunze a Polytechnic Institute of the Ministry of Higher Education based on the technical faculty of the Kyrgyz State University with an enrollment of 200 students in 1954 and the start of classes on October 1;
b) to transfer to the Ministry of Higher Education for the placement of the Frunze Polytechnic Institute in the city of Frunze the building of the technical school of Soviet trade of the Ministry of Trade of the Kyrgyz SSR for educational purposes and the building of the hydromelioration technical school of the water management of the Kyrgyz SSR for student dormitories.
2. The Council of Ministers of the Kyrgyz SSR is obligated to:
a) allocate 10 apartments each in 1954 and 1955 for the teaching staff of the Frunze Polytechnic Institute;
b) carry out in 1955-1958, through its construction organizations, the construction of a complex of buildings for the Frunze Polytechnic Institute.
3. The Ministry of Higher Education is required to include in the plan for research and design work for 1955 the preparation of project and estimate documentation for the construction of an educational building for the Frunze Polytechnic Institute with a volume of 60,000 m
3, a student dormitory for 800 places, and a residential building with 48 apartments.
4. The Council of Ministers of the Kyrgyz SSR is granted the right to spend 5 million rubles in 1954 for the purchase of educational equipment and household inventory for the Frunze Polytechnic Institute from unspent allocations for capital investments by the republican ministries of the Kyrgyz SSR.
5. The administrative, economic, and educational support personnel of the Frunze Polytechnic Institute shall be assigned salaries in the amounts specified in the resolution of the Soviet People's Commissariat dated February 18, 1944, No. 179.
