Work of the City Council


The City Council was the highest authority within the city territory. Its activities were aimed at improving the life and living conditions of the population, addressing all local issues, executing resolutions from higher authorities, and adopting and controlling the budget.

In terms of urban development, the executive committee of the city council carried out the construction of roads, water supply systems, swamp drainage, city lighting, newly built and opened medical institutions, schools, and expanded the network of literacy classes. In 1927, a total of 23 buildings were constructed with a residential usable area of 11,436 square meters at a cost of 1,522,427 rubles, including a slaughterhouse, maternity hospital, outpatient clinic, state bank, tuberculosis dispensary, hospital, etc.

Citizens who built residential houses received such assistance that within a year they constructed 262 residential and 77 non-residential buildings at a cost of 1,348,000 rubles. All these activities met the fundamental interests of the population. As a result, the authority of the city council began to grow in the eyes of the population.

In 1928, the work of the city council was more organized and significantly closer to the masses, with the rights of the city council expanding in addressing economic and cultural development issues.

This was particularly noticeable during the elections of the City Council in 1928-29.

However, during the regular elections of the councils, the electoral commission for the city council allowed unlawful actions. The number of people deprived of voting rights in the city of Frunze reached 2,552, which constituted 9.5% of the total number of voters. In compiling the lists of those deprived of voting rights, the city electoral commission made a number of errors in determining the category of these individuals. For example, the reasons for depriving voting rights included: trading in products, milk, chickens, eggs, stockings, or being a shoemaker, carpenter, miller, butcher, cook, baker, livestock breeder, etc. Family members of those deprived of voting rights were listed as deprived based on reasons such as being a dependent "mother," "wife," "son," traders, shoemakers, etc. Moreover, the lists lacked necessary data about their age, occupation, or confirmation of cohabitation with those deprived of voting rights. These serious deficiencies and distortions made by the electoral commission were rectified by the city council. A commission established under the city council restored the voting rights of a large number of individuals who had previously been unlawfully deprived of their voting rights.
