The Final Formation of the Kyrgyz ASSR
In January 1929, based on the recommendation of the city committee of the VKP(b) Kyrprofsoyveta, a draft decree was published for the deputies of the Frunze City Council. It stated that the main tasks of the City Council were to meet the material and cultural needs of the population.
This contributed to the fact that the elections to the City Council took place with extraordinary activity from the city's workers.
The reporting campaign of the City Council was marked by healthy criticism and self-criticism of its work. The report of the City Council was thoroughly discussed at re-election meetings of voters from the "Pishchevik" workers' union, members of the trade employees' union, textile workers, at a combined meeting of workers from industrial enterprises, at a meeting of voters — military personnel of the Frunze garrison, and at a general meeting of citizens of the workers' town, etc.
At all these meetings, extensive criticism of the work of the City Council was presented, and instructions were given to its future composition. Thus, at the re-election meeting of workers and employees of the Bishkek railway station on January 15, 1929, the report of the City Council was heard. Workers and employees actively participated in discussing the activities of the City Council. Although the work of the City Council was recognized as satisfactory, significant shortcomings were noted in its activities regarding the organization of food trade, bureaucratic attitudes of trade workers towards customers, delays in the construction of housing, etc. This general meeting, in the form of instructions, put forward a number of demands to the new deputies of the City Council. Among them were issues of reducing the cost of industrial and agricultural products, increasing labor productivity, intensifying the fight against bureaucratism, expanding the trade network, improving medical assistance to the urban population, etc. Hundreds of proposals for the city were written by voters into the draft decree.
It is characteristic to note that all proposals were commensurate with the possibilities of their implementation.
The continuous growth of the budget of the Frunze City Council created a material base for meeting the ever-increasing demands of voters. If in the 1925-1926 fiscal year the budget of the City Council amounted to 713 thousand rubles, then in 1928-1929 it reached 1,426 thousand rubles. This allowed the City Council to expand its work on urban improvement every year, increasing the network of cultural, educational, and medical institutions.
The Constitution of the Kyrgyz ASSR, adopted by the second congress of the councils of the republic on April 30, 1929, finally established the formation of the Kyrgyz Autonomous Soviet Socialist Republic. According to Article 97 of this constitution, the city of Frunze was legislatively recognized as the capital and the seat of the government of Kyrgyzstan. This further increased the significance of Frunze as a political, economic, and cultural center. Confirmation of this is as follows: before the revolution, the city mainly represented a settlement of officials, merchants, and small industrialists with a few handicraft enterprises, but now the appearance of the city transformed, especially during the years of the first five-year plan.
