During the tenure of Director A. Myrzabekov, two new departments were established: jurisprudence and ecology. The higher college was entrusted with the management of kindergarten No. 46 and the Bokonbaev Gymnasium School, and the Suluktu branch of the technical school was operational.

In the 1996-1997 academic year, the higher pedagogical college had two faculties and departments with a total of 1,351 students, and 154 teachers were involved in their training, including 4 doctors of science and 10 candidates of science. 39 staff members are distinguished educators.

In the 1950s, the issue of training teachers with higher education was acute in the republic, especially in the Osh region. The initiative to establish the Osh Pedagogical Institute and the construction of the educational building belongs to the author of this work (at that time, the Minister of Education of the Kyrgyz SSR). A major contentious issue was the choice of the construction site for the educational building. The ministry planned to build the educational building, a student dormitory, and apartments for teachers on the outskirts of the city, near the special polyclinic, where the demolition of public and private buildings was not required. This was related to the aim of completing the construction within the next 2-3 years and creating all the necessary conditions for the normal operation of the institute. However, the regional and city leaders believed it was appropriate to build the educational building and other facilities in the city center, thus giving the city a modern appearance. The dispute lasted two years and was resolved, as mentioned above, by the first secretary of the Central Committee of the Communist Party of Kyrgyzstan, Ishak Razzakov, and the Chairman of the Council of Ministers of the republic, Abdy Suerkulov. At a meeting on this issue, it was decided to build the educational building in the center. Yes, this decision was correct, as time has proven.

The Osh Pedagogical Institute opened in 1951 on the basis of the teacher training institute. 250 students were admitted to the first year, taught by 36 teachers, among whom were 5 candidates of science. The most experienced candidates of science K. Shamgunov, I. Karasev, E. Kurbatov, F. Zaitov, and F. Polovikov were transferred from the Frunze Pedagogical Institute to Osh. The first director was R. Tabaldiev. He did everything necessary for the normal functioning of the university. In 1965, the first graduation took place, with 355 graduates. The institute was replenished with new staff—candidates of science. These included Yu. Til'mans, K. Piskarev, Yu. Lukantsever, A. Kats, G. Grishkov, and others.

In 1992, the Osh Pedagogical Institute was reorganized into Osh State University. In 1996, there were 8,352 students enrolled at the university, of which 4,143 were full-time and 2,489 were part-time. Additionally, 1,737 students were studying under contract. Only from 1989 to 1996, the university graduated 7,428 teachers. 132 students continue their studies abroad. Year by year, the material base of the university is strengthened. OshSU now has seven educational buildings, 18 methodological offices, and a library with a collection of about one million copies of educational and methodological literature. Osh State University is strengthening its faculty. In 1997, there were 629 teachers, of whom 17 were doctors of science (professors) and 144 were candidates of science (associate professors). The university has scientific ties with higher educational institutions in the USA, Turkey, and other countries. OshSU has become the main base for training teaching staff for schools in the region.

During the years of the pedagogical university's existence, 11 people have served as rectors. The first rector was R. Tabaldiev, followed by F. Polovikov, A. Omuraliev, B. Yeshmambetov, T. Antmurzasv, M. Botbaeva, R. Kuluyev, S. Dzhumagulov, L. Anarbaev, B. Beshimov, and B. Murzubraimov. They raised the level of educational and upbringing work at the university, created the material and technical base, replenished the educational and methodological offices, and strengthened the university with staff. Prominent scientists have worked and continue to work at the university. S. Karimov, T. Attokurov, K. Matykeev, Apyshev, Zh. Sheriev, Zh. Zhanybekov, M. Sulayianov, D. Egemnazarov, D. Altybaeva, N. Salakhutdinova. For a long time, the dean of the faculty of philology was associate professor S. Ibraimov, and for the faculty of physics and mathematics, it was S. Abdykalykov and T. Ashirbaev.

In Osh, industry developed rapidly, which needed technical personnel. To prepare such personnel, an evening faculty of the Frunze Polytechnic Institute was opened in the 1960s, which was transformed in 1990 into a branch of the FPI. Later, a higher technological college was created on the basis of the branch, and since 1996, it has been known as the Technological University. Osh Technological University has become one of the major educational institutions in the republic. During its existence, the university has trained over 6,000 specialists in more than 25 key specialties. Currently, it consists of 6 faculties and 3 branches in the cities of Kyzyl-Kiya, Uzgen, and Suluktu. The Osh Construction and Trade Colleges, and the U. Salieva School-Lyceum are also part of the university. More than 350 teachers work at the university, including 14 doctors of science (professors) and 60 candidates of science (associate professors).

Today, more than 7,500 students study here, for whom the necessary educational and material base has been created.

The first rector of the university was Professor B. Murzubraimov. He raised the university to a modern level.

The new rector is Professor B. Toktoraliev.

As is known, Osh is a multinational city with a predominance of residents of Uzbek nationality.

Therefore, it is not surprising that by the decree of the government of the Kyrgyz Republic dated July 18, 1994, No. 505, the Osh Technological College was reorganized into the Kyrgyz-Uzgen Higher Technological College (KUVTK). On December 6, 1995, the college was named after the outstanding son of Kyrgyzstan, Ishak Razzakov.
KUVTK prepares highly qualified specialists in 13 specialties with full-time and part-time forms of education. The faculty consists of 107 people, including 3 doctors of science, 2 professors, 1 corresponding member of the National Academy of Sciences of the Kyrgyz Republic, an academician of the Engineering Academy, and a corresponding member of the National Academy of Sciences of the Kyrgyz Republic, 8 candidates of science, 6 associate professors, and more than 10 distinguished educators. The training of students is handled by 4 faculties, 10 departments, and a training and production department.

By the decree of President A. Akayev dated March 30, 1997, KUVTK was renamed the Kyrgyz-Uzbek University.

The rector of the university is M. T. Mamasayidov - Doctor of Technical Sciences, Professor, Corresponding Member of the National Academy of Sciences of the Kyrgyz Republic, Academician of the Engineering Academy of the Kyrgyz Republic, and MIA. The university is oriented towards the enrollment of predominantly citizens of Uzbek, Kyrgyz, Russian, and other nationalities residing in the Kyrgyz Republic, as well as citizens of Kyrgyz nationality living in the Republic of Uzbekistan.

The city of Osh has become a center of science and scientific institutions. By the decree of the president of the republic, a southern regional branch of the National Academy of Sciences of Kyrgyzstan has been established in Osh and Jalal-Abad, with the following institutes: the Institute of Integrated Use of Natural Resources, the Institute of New Technologies, the Institute of Energy and Microelectronics, and the Institute of the Biosphere. The southern branch is headed by Zh. Tekenov - professor, member of the National Academy of Sciences of Kyrgyzstan. In addition, professors A. Maripov, P. Kupuyev, R. Toychuev, T. Bekbolotov, K. Ashimov, and dozens of scientists who are actively engaged in the development of science work as directors. The establishment of the southern regional branch of the Academy of Sciences is already yielding results. This honors the entire team led by Zhapara Tekenov.

In the city, in order to prepare vocational and technical personnel, four vocational schools operate, among them school No. 12, whose director from 1974 to 1979 was Askar Beyshenbaev. In his memoirs, A. Beyshenbaev notes that he focused primarily on strengthening the material base, which is why he built educational workshops and classrooms for all educational disciplines. The educational workshops were built with funds from the budget of the union ministry. At the initiative of the Minister of Construction of the USSR, not only were all the workshops of the school built, but they were also fully equipped. The head of Oshstroi, Fisher Yan Efimovich, also took an active part in this work.

The directors of the school included Salikhov, Tokbaev, and others. For a long time, the masters were Bolushev, Kutyov, and Khalilov. On average, the school trained 1,200 students and graduated about 1,000 specialists: carpenters, assemblers, joiners, mosaic workers, and others. Vocational and technical personnel in the city are also prepared for the textile industry (school No. 16), for the pump factory (school No. 21), and for the silk factory (school No. 11).
