Applied artist. Born on October 1, 1948, in the city of Korkino, Chelyabinsk region.

In 1968, he graduated from the Ural College of Applied Arts, Decorative Design Department, in the city of Nizhny Tagil.

From 1970 to 1972, he worked at the Fergana branch of the Art Fund of the Uzbek SSR as a designer. From 1971 to 1976, he was at the Senezh Studio under the USSR Union of Artists, and from 1972 to 1980, he worked at the Kadamjai Antimony Plant as the head of the industrial aesthetics sector in the village of Frunze, Osh region. Since 1980, he has been with the Art Fund of the Kyrgyz SSR as a jewelry artist.

Since 1988, he has been a member of the Union of Artists of the USSR.

In the 1970s and 1980s, Ruppel's work was marked by active searches for new forms and expressive imagery in jewelry. His works reflect a new line associated with the creation of felt products, and this trend became a new phenomenon in Kyrgyz decorative and applied arts. Ruppel's works are held in the Kyrgyz National Museum of Fine Arts in Bishkek; the Museum of the Moscow Kremlin (Armory Chamber); the All-Russian Museum of Decorative and Applied Art in Tsaritsyno; and in private collections in foreign countries.

He was awarded a diploma at the 4th Quadriennale of Decorative and Applied Arts in the city of Erfurt (Germany). He is a participant in republican, all-Union, and international exhibitions.
