Painter. Honored Worker of Culture of the Kyrgyz Republic. Born on August 25, 1956, in the village of Kalinina, At-Bashinsky District, Naryn Region. In 1975, he graduated from the Frunze Art School. Since 1975, he has been a drawing and drafting teacher at the Lenin Secondary School in At-Bashi. From 1978 to 1983, he worked as a decorator for the Kalinina Collective Farm in At-Bashinsky District. Since 1983, he has been an artist at the VDNH of the Kyrgyz Republic.

Since 1988, he has been a member of the Union of Artists of the Kyrgyz Republic. Toktaliev's painting is emotional, expressive, and requires active perception. His choice of themes is not limited—memories, images of contemporaries, landscapes, reflections on the past, and contemporary issues. He has participated in republican, all-union, and international exhibitions.

Toktaliev's works are held in the Kyrgyz National Museum of Fine Arts named after G. Aitiev, as well as in private collections.
