Omarov Roman Omarovich
Doctor of Technical Sciences, Professor, Corresponding Member of the National Academy of Sciences of the Kyrgyz Republic, Full Member of the Engineering Academy of the Kyrgyz Republic, International Engineering Academy, and New York Academy.
Born in 1950. Graduated in 1973 from the Frunze Polytechnic Institute with a degree in “Automation and Telemechanics.” From 1993 to 2007, he served as the Director of the State Agency for Science and Intellectual Property under the Government of the Kyrgyz Republic (Kyrgyzpatent).
Specialist in the theory and practice of control systems, focusing on the study of robust systems of various physical natures - technical, ecological, social, economic, and others. He is known for his work in the theory of robustness and bifurcations (catastrophes) of dynamic and synergetic systems.
Published over 260 scientific and methodological works, including 3 monographs, 8 textbooks, and educational aids. More than 100 works are dedicated to issues of intellectual property protection, and he holds several patents.
Awarded the Honorary Certificate of the Kyrgyz Republic, the Gold Medal of the World Intellectual Property Organization, and the Gold Medal named after V.I. Blinnikov from the Eurasian Patent Organization “For achievements in the field of patent affairs and invention” (2006). He holds the honorary title of “Honored Worker of Science of the Kyrgyz Republic” (2006).

- 1999-2001 - Chairman of the Administrative Council of the Eurasian Patent Organization (EAPO);
- 2001-2003 - Vice-President of the Assembly of the Vienna Union for the Protection of Figurative Elements of Trademarks;
- 2002-2004 - Vice-President of the Assembly of the Union for the Protection of Phonograms;
- 2003-2005 - Vice-President of the Assembly of the Hague Union for the Protection of Industrial Designs;
- 2004-2006 - Member of the Permanent Committee on Program and Budget of WIPO;
- 2003-2006 - Chairman of the Interstate Council of the CIS for the Protection of Industrial Property (MTS OPS);
- 2004-2006 - Coordinator of the Regional Group of Central Asian, Eastern European, and Caucasian countries in WIPO;
- 2006-2007 - Member of the Executive Committee of the Paris Union for the Protection of Industrial Property and the Coordination Committee of WIPO.
