Kyrgyz. Born in the village of Ak-Uchuk, Kochkor District, Naryn Region. Graduated from KGU (1981), and completed postgraduate studies there (1991).
Worked as an archivist at the Archival Administration under the Council of Ministers of the Kyrgyz SSR, scientific editor at the KSE, teacher, senior teacher, associate professor, director of the educational center, and since 1999 - director of the Institute of Public Administration and Social Research at KNU. Specialist in the field of public administration and political science.
Laureate of the Jusup Balasagyn Prize (1998). Published more than 100 scientific works, including 1 monograph and 10 textbooks.
