Kyrgyz. Born in the village of Cholpon, Kochkor district, Naryn region. Graduated from the Ukrainian Agricultural Academy (Kyiv, 1980).

Worked as the first secretary of the Alamedin district committee of the Komsomol, secretary of the Central Committee of the Komsomol of Kyrgyzstan, first secretary of the Osh regional committee of the Komsomol, deputy of the Supreme Council of the Kyrgyz Republic, in the Administration of the President of the Kyrgyz Republic and structures of the Government of the Kyrgyz Republic, chairman of the Committee on Intergovernmental and Inter-Parliamentary Relations of the Jogorku Kenesh of the Kyrgyz Republic, first deputy minister of foreign affairs of the Kyrgyz Republic, since 2000 - Extraordinary and Plenipotentiary Ambassador of the Kyrgyz Republic to Austria, the Czech Republic, Slovakia, Hungary, Israel, Permanent Representative of the Kyrgyz Republic to the OSCE, the UN office, and other international organizations in Vienna.

Specialist in the field of foreign policy of Central Asian states. Awarded a Certificate of Honor from the President of the Kyrgyz Republic (1996). Holds the rank of Extraordinary and Plenipotentiary Ambassador of the Kyrgyz Republic (2000). More than 50 scientific works published.
