Kyrgyz. Born in the village of Korumdu, Tyup District, Issyk-Kul Region. Graduated from the Karakol Teacher Training Institute (1954), KSU (1960), and postgraduate studies at the AON under the Central Committee of the Communist Party of the Soviet Union (Moscow, 1975).
Worked as a teacher, deputy director of a secondary school, head of a department in the district committee, head of the political education house of the regional committee, deputy head of a department of the Central Committee of the Communist Party of Kyrgyzstan, director of the party institute under the Central Committee of the Communist Party of Kyrgyzstan, director of the educational-methodological office of the Ministry of Education of the Kyrgyz Republic, and since 1992 - scientific secretary of the National Academy of Sciences of the Kyrgyz Republic. Specialist in the history of Kyrgyzstan. Awarded the USSR medal (1969). Honored Worker of Culture of the Kyrgyz SSR (1982). Honored Figure of Science of the Kyrgyz Republic. Published more than 40 scientific works.
