Kyrgyz. Born in the village of Kechuu, Jatsy-Zhol Soviet farm, Aksy district of Jalal-Abad region. Graduated from Ryazan Radio Engineering Institute (1978), postgraduate studies at the Faculty of Physics and Engineering (1982). Worked as a junior researcher at the Faculty of Physics and Engineering, senior researcher, head of the laboratory at the Institute of Physics of the Kyrgyz SSR, director of the scientific-engineering center of the National Academy of Sciences of the Kyrgyz Republic, chairman of the State Committee for Science and New Technologies, head of the Administration of the President of the Kyrgyz Republic, Prime Minister, governor, and since 2001 - Minister of Transport and Telecommunications of the Kyrgyz Republic. Specialist in the field of quantum electronics, holography, optical information processing, and computers.
Academician of the International Academy of Informatization, Academy of Sciences of Higher Education. Awarded the medal of the Kyrgyz Republic (1995).
Laureate of the Lenin Komsomol Prize of Kyrgyzstan in the field of science and technology (1984). More than 200 scientific works published, including 6 monographs and 10 inventions.
Under his supervision, 1 doctoral and 12 candidate dissertations have been defended.
