Tatar. Born in the city of Yevpatoria (Crimea). Graduated from the Moscow Academy of Communist Education.
Worked as head of the district education department, head of management, head of the department of the Central Committee of the Communist Party of Kyrgyzstan, director of the Institute for the Improvement of Teachers, director of the Institute of Pedagogy, and since 1990 - consultant at the Institute of the National Academy of Sciences of the Kyrgyz Republic. Specialist in the field of pedagogy.
Awarded the Orders of the October Revolution, Red Star, Labor Red Banner (3), medals of the USSR, and the medal named after Academician S.I. Vavilov.
Honored Worker of Science of the Kirghiz SSR. Laureate of the N.K. Krupskaya Prize, Laureate of the UNESCO Gold Medal.
Published over 300 scientific works, including 20 monographs and textbooks.
Under his supervision, 12 doctoral and 50 candidate dissertations have been defended.
