Kyrgyz. Born in the village of Charvak, Bazar-Kurgan district, Osh region.
Graduated from the Karaganda Higher School of the Ministry of Internal Affairs of the USSR (1980), postgraduate studies at the Academy of Social Sciences under the Central Committee of the Communist Party of the Soviet Union (1986). Worked as head of the department of the Ministry of Internal Affairs, secretary of the party committee of the Ministry of Internal Affairs, instructor, head of the department of the Talas regional committee, inspector of the organizational department of the Central Committee of the Communist Party of Kyrgyzstan, head of the Department of Internal Affairs of Naryn region, deputy minister of internal affairs of the Kyrgyz Republic, head of the department of the Central Committee, assistant to the President of the Kyrgyz Republic, Plenipotentiary Representative of the President of the Kyrgyz Republic in the Jogorku Kenesh, head of the department of the Administration of the President of the Kyrgyz Republic, Secretary of the Security Council of the Kyrgyz Republic, and since 1999 - head of the Academy of the Ministry of Internal Affairs of the Kyrgyz Republic named after E.A. Aliyev. Specialist in the field of constitutional, administrative law, and public administration.
Awarded medals of the USSR, Honorary Certificate of the Presidium of the Supreme Soviet of the Kyrgyz SSR.
Member of the Academy of European Law (Budapest).
Published more than 30 scientific works, including 6 monographs, textbooks, and teaching aids.
