Kyrgyz. Born in the village of Kara-Suu, Talas District, Talas Region.
Graduated from Przhevalsky Pedagogical Institute (1962), postgraduate studies at KSU (1967).
Worked as a teacher, secretary of the Komsomol committee at PGPI, instructor, deputy head, head of department, secretary of the Central Committee of the Communist Party of Kyrgyzstan, senior, leading, chief researcher at the Kyrgyz National Institute of Pedagogy, chief editor of KЭ, chairman of the State Concert "Akyil", president of the State Television and Radio Company of the Kyrgyz Republic, head of the Administration of the President of the Kyrgyz Republic, since 2002 - Extraordinary and Plenipotentiary Ambassador of the Kyrgyz Republic in Turkey.
Specialist in social issues of education and culture.
Awarded the Orders of the Red Banner of Labor (2), medals of the USSR and the Kyrgyz Republic, Honorary Certificates of the Supreme Soviet of the Kirghiz SSR.
Published more than 100 scientific works, including 20 books.
