Kyrgyz. Born in the village of Kara-Koyun, At-Bashinsky District, Naryn Region.
Graduated from the Higher Party School under the Central Committee of the Communist Party of the Soviet Union, postgraduate studies.
Worked as a teacher, school director, party organizer of a collective farm, in district and regional party committees, inspector-organizer of collective farm and state farm production management.
Specialist in the field of economics and management of the national economy.
Published more than 90 scientific works, including 9 monographs and educational manuals.
Under his supervision, 10 candidate dissertations have been defended.
