Ukrainian. Born in the village of Konstantinovka, Donetsk region of the Ukrainian SSR.
Graduated from Donetsk State University (1970).
Worked as a teacher in secondary school, inspector at the City Education Department, inspector of the State Inspection for Secondary Vocational Education of the Ministry of Education of the Kyrgyz SSR, inspector at the university management, chief specialist of the Ministry of Higher Education of the Kyrgyz SSR, head of the department, deputy director for scientific and methodological work at RIUU, deputy head of the school management of the Ministry of Education of the Kyrgyz Republic, deputy director for academic work at KIO, and since 1997 - director of the Kyrgyz National Institute of Higher Education Problems of the Ministry of Education and Science of the Kyrgyz Republic.
Specialist in the general problems of the development of the school education system, theory, history, and methodology of teaching Russian literature.
Published more than 80 scientific works, including 3 monographs.
