Born in the Ust-Abakan District of the Khakass Autonomous Region.
Graduated from KSU (1968).
Worked as a lecturer at KSU, OGP, Deputy Chair of the Talas Regional Court, Professor at MUK and Chuy University, and since 1986 - Professor at the Law Institute of KGNU. Specialist in the field of jurisprudence in the theory of state and law, history of state and law, history of political and legal doctrines.
Awarded a Certificate of Honor from the Presidium of the Supreme Soviet of the Kirghiz SSR (1990).
Published over 50 scientific works, including 8 monographs and 3 textbooks.
Under her supervision, 2 candidate dissertations have been defended.
