Kyrgyz. Born in the village of Chayek, Naryn region.

Graduated from the Faculty of Physics and Engineering (1973), postgraduate studies at LITMO (Leningrad, 1984), and doctoral studies there (1992).

Worked as a senior engineer, lecturer, senior lecturer, associate professor, and professor at the Department of Physics and Engineering, head of the Patent Office, and since 1996 - Director of the State Agency for Science and Intellectual Property under the Government of the Kyrgyz Republic (Kyrgyzpatent).

Specialist in the theory of control of technical systems, theory of robustness of dynamic systems.

Academician of the National Academy of Sciences of the Kyrgyz Republic (1996), International Academy of Sciences (1997), New York Academy of Sciences (1997). Awarded the Honorary Certificate of the Kyrgyz Republic (1998).

Published more than 120 scientific works, including 3 monographs, several textbooks, and inventions.
