Kyrgyz. Born in the village of Kalinovka, Chui region, Frunze oblast.
Graduated from Przhevalsky State Pedagogical Institute (1962), postgraduate studies at the Institute of Linguistics of the USSR Academy of Sciences (1970).
Worked as a teacher in secondary school, laboratory assistant, junior research fellow, head of the laboratory, deputy director of the Institute of Language and Literature of the Kyrgyz SSR, vice-rector for science at the Pedagogical Institute of the Kyrgyz SSR, and since 1994 - dean of KRSU. Specialist in the field of sociolinguistics, Russian and Kyrgyz languages.
Academician of the International Academy of Informatization (1996).
Awarded medals of the USSR, International Gold Medal named after A.S. Pushkin. Honored Worker of Science of the Kyrgyz Republic (2000).
Published over 150 scientific works, including 8 monographs, 3 textbooks, and teaching aids.
Under his supervision, 3 candidate dissertations have been defended.
