Kazakh. Born in the city of Frunze.
Graduated from the Moscow Chemical Technology Institute (1964).
Worked as a junior researcher, lecturer, associate professor, head of the Department of FPI, senior researcher, head of the department at the State Committee for Nature of the Kyrgyz Republic, and since 1993 - head of the Department of Environmental Protection of the Republic of Kazakhstan.
Specialist in technology and resource conservation.
Published more than 150 scientific works, including 12 monographs.
Under his supervision, 2 candidate dissertations have been defended.
