Kyrgyz. Born in the village of Kyrgyz-Chek, Kara-Suu district of Osh region.
Graduated from the Moscow Veterinary Academy (1968), postgraduate studies at Kyrgyz Research Institute of Veterinary Medicine (1975), Academy of Social Sciences under the Central Committee of the Communist Party of the Soviet Union (1983).
Worked as a chief specialist, director of the State Breeding Station of Osh region, head of the agricultural management of the district, secretary of the district party committee, chairman of the district executive committee, head of department and secretary of the regional party committee, chairman of the regional council, governor of Osh region, Extraordinary and Plenipotentiary Ambassador of the Kyrgyz Republic to Uzbekistan, and since 2001 - rector of KAU named after K.I. Skryabin. Specialist in the field of agricultural economics, diplomacy, and philosophy.
Awarded the Order of the "Badge of Honor" and medals of the USSR. Academician of the National Academy of Sciences of the Kyrgyz Republic.
Member of the Tashkent branch of the Club of Rome "Ecosan".
Extraordinary and Plenipotentiary Ambassador of the Kyrgyz Republic.
Published more than 20 scientific works, including 2 monographs.
