Kyrgyz. Born in the village of Kyzyl-Asker, Sokuluk District, Chui Region.
Graduated from the Moscow State Institute of Economics (1957).
Worked as an engineer-economist at the State Planning Committee of the Kirghiz SSR, at the Institute of Economics of the Academy of Sciences of the Kirghiz SSR, head of department, deputy director, and director of the Institute of Economics and Economic-Mathematical Methods of Planning of the State Planning Committee of the Kirghiz SSR.
Specialist in the field of planning and management of the national economy.
Awarded a Certificate of Honor from the Supreme Soviet of the Kirghiz SSR. Published over 100 scientific works, including several monographs.
Under his supervision, 2 candidate dissertations were defended.
