Kyrgyz. Born in the village of Kum-Aryk, Panfilov District, Chui Region.
Graduated from Almaty State Law Institute (1949), postgraduate studies at the USSR Academy of Sciences.
Worked as a junior and senior researcher, deputy director, head of department, and head of sector at the Institute of Philosophy and Law of the National Academy of Sciences of the Kyrgyz Republic.
Specialist in the field of public law and administration.
Awarded medals of the USSR, Certificate of Honor of the Supreme Soviet of the Kyrgyz SSR.
Published over 100 scientific works, including 6 monographs.
Under his supervision, 1 doctoral and 3 candidate dissertations were defended.
