Poet S. Lugovaya was born in the city of Osh, Kyrgyz SSR, in a military family. In 1959, she graduated from Secondary School No. 4 in Frunze, in 1963 — from the M. Kureneev Music College, and in 1969 — from the evening department of the Faculty of Foreign Languages at KRU.
Since 1963, she worked as a clerk at the "Kyrgyzgiprozem" institute, then as an archivist at the Council of Ministers of the Kyrgyz SSR. Since 1969,
she taught at Secondary Schools No. 53 and No. 37 in Frunze.
Since 1977, she has been working at the Bureau for the Promotion of Fiction in the Writers' Union of Kyrgyzstan.
S. Lugovaya began writing poetry while still in school. Her first poetry collection was "My Autumn April," published in 1982. Her poems are published in various anthologies. She is the author of two poetry collections.
She has been a member of the USSR Writers' Union since 1987.
