Prose writer E. Otuncheyev was born in the village of Chimbkent in the Kirov district of the Talas region in a peasant family.
In 1956, he graduated from high school in his native village, and in 1953— from the journalism department of the philological faculty of KSU.
From 1977 to 1979, he was a student at the Higher Party School of the CPSU in Moscow.
He began his labor biography in 1956 as a collective farmer.
From 1963, he worked in the Alamedin and Kirov District Committees of the Komsomol of Kyrgyzstan, and from 1965 to 1977 he was a literary employee and deputy editor-in-chief of the Kirov district newspaper "Oktyabr tany," where he currently works as a literary employee.
From 1979 to 1982, he served as an instructor-methodologist at the district House of Culture and was the responsible secretary of the Society of Book Lovers in the Kirov district.
He has been published since 1959. The writer's first book was the novella "Batkan kun chiqats" ("The Setting Sun Will Rise"), published in 1969. He is the author of several novellas and collections of short stories published in both his native and Russian languages. He has translated stories by W. Faulkner.
A member of the CPSU since 1966, and a member of the Union of Soviet Writers since 1975.
