The bureau of the regional committee and the presidium of the Oblast Committee recognize the insufficiency of the struggle of the Kirghiz party organization against the deviation from Lenin's national policy. The weakening of class vigilance by the leadership of the regional committee and several party organizations contributed to the activation of Great Russian chauvinism (underestimating the indigenization of the Soviet apparatus) and local bourgeois nationalism (the "sydykovshchina," which is one of the most serious tools of counter-revolutionary bai and manap rule)...
Comrade Abdrakhmanov, in fact, demonstrated disbelief in the correctness of the party's policy. Disguising himself as agreeing with the party line in his official speeches, he actually sowed disbelief among party members and the leadership of the regional committee regarding the possibility of fulfilling state tasks for grain and meat supplies, essentially expressing disbelief in the victory of the collective farm system and gravitating towards counter-revolutionary nationalist attitudes about preserving tribal life under the leadership of exploiters—manaps and bai.
The bureau of the regional committee and the presidium of the Oblast Committee fully and entirely approve the decision of the Central Committee of the VKP(b) on the removal of Comrade Abdrakhmanov and the transfer of his case to the Central Control Commission of the VKP(b).
The directive to fight against right and left deviations on the national question, given by Stalin at the XVI Congress (1930), warned that the inclination towards local nationalism reflects the discontent of the dying classes of previously oppressed nations with the regime of the dictatorship of the proletariat, "their desire to separate into their own national bourgeois state and establish their class dominance there."
The expansive interpretation of nationalism that was established at that time allowed for many things to be classified under it, which had nothing in common with it. Yu. Abdrakhmanov, like many others, understood this and even expressed doubts about his position.
“...14 years of struggle with my past and harsh present,” he wrote in his diary, “have made me a decent soldier of the revolution, but evidently, these years of struggle have not made me a complete Bolshevik. How else to explain the fact that I react very painfully to any minor failures of my native land.”
