According to the explanatory note to the draft, the changes are aimed at ensuring stable electricity supply in conditions of electricity shortages and reducing the financial deficit in this sector.
The draft proposes a revision of the cost calculation methodology for distribution companies and the introduction of a unified tariff for purchasing electricity from the main supplier. This tariff will be formed based on the weighted average cost of imported electricity and the costs of its transmission through the networks.
The Ministry of Energy emphasizes that the relevance of these changes is due to the current conditions in the energy sector.
According to the agency, in 2025, the electricity deficit in Kyrgyzstan may reach about 3.8 billion kilowatt-hours, while the financial shortfall in the sector could be around 4.6 billion soms.
The project outlines several scenarios:
- when importing electricity, the tariff for distribution companies will be calculated using a formula based on the total cost of purchased energy and the costs of its transmission;
- in the event of a cessation of imports, the tariff will be based on the marginal rates for electricity producers from renewable sources;
- if there is neither import nor generation from RES, the costs of distribution enterprises will be determined according to the basic methodology.
Additionally, the draft clarifies that part of the expenses covered by the profits of energy companies should be directed towards the development of network infrastructure, modernization, and technical re-equipment of facilities. These expenses will only be considered if there is an approved investment program.
The draft order is available for review on the Ministry of Energy's website and on the portal for public discussion of regulatory legal acts, where citizens and experts can submit their proposals and comments.
