
The Cabinet of Ministers of the Kyrgyz Republic has amended the rules regarding the temporary ban on the export of oil and petroleum products outside the EAEU. The signed resolution, which amends the document from March 1, 2021, will come into effect upon its official publication.
In the new version of the document, the main ban on the export of oil and lubricants (GSM) by both road and rail transport remains in place. However, the government has decided to introduce several significant exceptions to support local production. The updated list of goods permitted for export includes gasoline grades AI-92 (class K-2) and AI-80, as well as diesel fuel (class K-2), fuel oil, and heating fuel produced at oil refineries in Kyrgyzstan.
Also excluded from the ban is naphtha intended to ensure the uninterrupted operation of major enterprises such as OJSC "Kyrgyzneftegaz" and LLC "China Petrol Company 'Junda'." This measure aims to support domestic processing capacities and optimize logistical processes amid instability in external markets.
The revision of export rules has become necessary against the backdrop of high volatility in the global energy sector. Experts note that recent escalations in the conflict between Iran and Israel have already led to an increase in crude oil prices, highlighting the need for prompt regulation of the fuel balance to ensure energy security and price stability for lubricants within the country.
