
"Smart meters" began to be installed in Kyrgyzstan in the fall of last year. By the end of 2015, it is planned to install about 110,000 modern devices in private homes. The financing is provided by Germany as part of the project "Improving the efficiency of the electricity distribution network." Representatives of the energy networks are calling on citizens to cooperate; the procedure for transferring subscribers will be free and mandatory for all, so there is no need to obstruct the innovations.
Automated information and measuring systems for commercial accounting of electricity are popularly referred to as "smart meters" or AIISKUÉ. They are distinguished by their multifunctionality and ability to eliminate various types of electricity theft.
One of the main directions for the development of all sectors of the national economy of any country, further intensification and improvement of technological processes is the automation of production, which ensures the most efficient use, control over operation, cost-effectiveness, reliability, and safety of equipment operation. The main problems of energy accounting include:
1. Excessive physical and moral wear of electric meters and other measuring devices for current and transformers.
2. The absence, in some cases, of commercial electricity accounting devices at electricity supply points. Mismatch between supply points and electricity measurement points.
3. Insufficient oversight of the accuracy of electricity measurements, including:
•absence of planned work for calibration and assessment of the technical condition of the electricity accounting system, replacement of faulty devices;
•absence of measurement accuracy passport-protocols or their formal completion;
•presence of a large number of electricity accounting devices with expired state calibration deadlines.
4. Collection of information (readings) in manual mode by controllers or citizens themselves, leading to accidental or intentional distortions of readings and electricity theft.
