The Bishkek City Court has released former mayor of Tokmok Maxat Nusuvaliyev under house arrest

On March 10, the Bishkek City Court overturned the previously issued verdict against Maxat Nusuvaliyev, as well as his subordinates and the head of the contracting organization.

As reported by the court's press service to the editorial office of "AKIpress Summary" on March 11, the case will be reviewed in the first instance. At the same time, the accused were released under house arrest.

Previously, the Oktyabrsky District Court of Bishkek found Nusuvaliyev guilty under Article 336, Part 2 ("Corruption") of the Criminal Code of Kyrgyzstan. He was sentenced to 13 years in prison with confiscation of property.

Also sentenced to 12 years in prison with confiscation of property were:

- T.u.A., head of the Municipal Property Management Department of the Tokmok City Hall;

- I.G.Z., head of the public procurement department of the aforementioned management;

- K.T.E., head of the LLC "Al-Kadyr-Santekhservis," the contracting organization;

The technical supervision specialist A.A.Dzh. received an 11-year prison sentence with confiscation of property.

It should be noted that on December 31, 2024, President Sadyr Japarov signed a law that toughens penalties for corruption offenses. The return to the review of the cases of Tokmok officials was the first application of the new amendments.

The investigation established that LLC "Al-Kadyr-Santekhservis" won the tender for the repair of a sports school and the construction of a new park in Tokmok for more than 61 million soms.

Construction and repair work began in early 2024 and has not yet been completed, causing dissatisfaction among local residents. On June 23, a message appeared on social media addressed to President Sadyr Japarov and the head of the State Committee for National Security (GKNB) Kamchybek Tashiev, complaining about delays and the quality of work performed.

On June 24, Tashiev visited Tokmok for a meeting and publicly criticized the local authorities. He instructed his subordinates to organize an inspection, as a result of which the GKNB found that 16 million 400 thousand soms were allocated for major repairs, and 44 million 283 thousand soms for park improvement.

According to the special services, there were violations of legislation on public procurement, discrepancies, inflation of work volumes, and provision of false reports. These offenses were committed as a result of collusion between Tokmok Mayor Nusuvaliyev, the head of the contracting organization K.T.E., the head of the Municipal Property Management Department T.u.A., and the technical supervision specialist A.A.E.
