
The actions of security agencies must be based on the "Instruction on Unified Requirements for the Technical Security of Financial and Credit Institutions and the Procedure for Their Security in the Kyrgyz Republic," which applies to all FCUs located on the territory of the Kyrgyz Republic, regardless of their organizational and legal form and type of ownership.
Personal responsibility for ensuring the safety of monetary and other material values in FCUs, according to the current legislation of the Kyrgyz Republic, lies with: the head of the FCU, the heads of the relevant departments of the FCU. The heads of Security Structures are responsible for the safety of the object under protection and material values based on the legislation of the Kyrgyz Republic and the concluded contract for the provision of security services.
The National Bank of the Kyrgyz Republic makes the decision to issue a license to FCUs, makes an entry in the Register of branches, and registers the savings bank of the FCU only upon positive results of the inspection of the engineering and technical condition of the relevant FCU object and the acceptance of TSO for operation, conducted in accordance with the instruction.
All FCUs are divided into 4 groups:
1 group - FCUs with vaults;
2 group - FCUs without vaults, using safe rooms instead;
3 group - FCUs without vaults or safe rooms, using safes for storing valuables only during working hours;
4 group - FCUs without vaults, safe rooms, or safes, and not directly operating with cash funds.
The GUGSSO is required to supervise compliance with the requirements of this Instruction if the following is carried out for the FCUs:
a) design of buildings and structures;
b) design of TSOs installed in buildings and structures;
c) construction of buildings and structures;
d) approval of changes made during repair, construction, or installation work.
FCUs of groups I and II must be guarded by units of the GUGSSO of the Ministry of Internal Affairs of the Kyrgyz Republic. For the protection of FCUs of groups III and IV, the FCU may choose a Security Structure at its discretion or organize security with the forces of its security department employees who have valid permits from the Ministry of Internal Affairs of the Kyrgyz Republic for the storage and/or carrying of firearms. The relationship between the FCU and the Security Structure is based on a contract for security services.
TSOs from FCUs of groups I and II must be connected to the Central Monitoring Station (PЦH) of the GUGSSO. If GUGSSO units are absent, the TSO is directed to the duty unit of the territorial Internal Affairs Department (OVD) or the Security Structure chosen by the FCU for their protection. TSOs from FCUs of groups III and IV must be connected to the security panel of the Security Structure selected by the FCU for their protection.
