Kyrgyzstan and Russia Strengthen Security Measures Amid Fears of Terrorist Threats

Kyrgyzstan and Russia strengthened security measures, fearing the threat of terrorist attacks
Together with other countries of the world, Kyrgyzstan mourned those who died in the terrorist attacks over Sinai and in Paris. In connection with a similar threat, considering the possible opening of a "second front" by ISIS in the region, the country's leadership decided to tighten security measures to prevent terrorist attacks on its territory.

By order of the Prime Minister, additional measures have been taken to strengthen external borders, as well as to enhance coordination among law enforcement agencies in combating terrorism and extremism. In district akimats, meetings were held by the district police department staff with security service employees of industrial, medical, preschool, secondary, and vocational institutions, universities, shopping and entertainment complexes, stores, nightclubs, cafes, and hotels. The intensified work of the special services has yielded initial results: on November 16, a 19-year-old supporter of the banned international terrorist organization "Katibat al-Imam al-Bukhari" was detained. During a search of his home, homemade explosive devices were found, and the young man confessed that he was preparing a series of terrorist attacks in Bishkek with accomplices.

To avoid a repeat of the tragedy with the Russian A-321, where 224 people died during a terrorist attack, the OJSC "International Airport Manas" has also strengthened security measures at its terminals. This is related not only to the international situation but also to the recent discovery of a combat cartridge from a rifled weapon on one of the passengers.
- Currently, double screening of passengers and all those entering the terminal building has been introduced. The first screening is conducted at the entrance to the building, and the second directly on the apron before boarding the aircraft, - Talant Isakov, the airport director, told reporters.

The first line of screening at the airport is now located at the entrance to the passenger terminal. Access there is granted to all departing, seeing off, and meeting passengers after preliminary screening. In addition, measures for pre-flight screening of passengers, their hand luggage and baggage, and control over individuals and vehicles entering the territory have been strengthened. Airport staff, airline personnel, and representatives of third-party organizations operating at the airport are also checked by the special services.

It is worth noting that similar measures are being implemented in Russia as well. The Federal Air Transport Agency issued a statement the previous evening on the need to enhance passenger security measures.
- Given the existing risks and threats posed by extremist organizations, Rosaviatsiya, in cooperation with other federal executive authorities, is developing a set of security measures aimed at preventing acts of unlawful interference in the activities of airlines and airports both within the country and abroad, - the document states. - The interaction between passengers and airport and airline security staff has long been effective in countries that face constant threats from acts of terrorism. Airlines are recommended to promptly begin consultations with foreign destination airports to develop and adopt additional aviation security measures. Under the current circumstances, airlines and airports must be prepared to bear additional burdens due to the implementation of a set of additional measures to protect passengers and infrastructure. It is clear that the strengthening of measures will be temporary, but their prompt adoption and implementation should prevent acts of unlawful interference at airports and on board aircraft with Russian citizens.

Security measures have been intensified for flight destinations such as Austria, Algeria, Albania, Azerbaijan, Afghanistan, Bangladesh, Bulgaria, the United Kingdom, Germany, Greece, Egypt, Indonesia, Spain, Kazakhstan, and Kyrgyzstan. EAEU countries made the list due to their dangerous proximity to Afghanistan.
